The Conference was co-chaired by the Member of the Party Standing Committee, Chairman of VNFU’s Central Executive Board, Thao Xuan Sung and the Deputy General Director of the Social Policy Bank, Nguyen Van Ly. By the strong and synchronous participation among VNFU at all levels and Social Policy Bank branch at the same level and the local government, the implementation of the entrusting program always ensures quality and achieves good results.
Through the program, there have been millions of members, poor farmers and other policy beneficiaries nationwide being supported timely in terms of capital, thereby supporting more resources for production and business operation; creating opportunities and jobs to ensure the livelihoods for borrowers. Basically, borrowers use capital for the right purpose; at the same time, actively participate in activities of savings and credit groups, share experiences, boldly apply the transfer of science and technology into production in order to transform business methods, increase income, develop family economy ...
Up to the end of June 30, 2019, total outstanding loans entrusted through VNFU channels reached 61,594 billion dong (up 3,154 billion dong compared with December 31, 2018). There were 2,075,404 household members, farmers had access to preferential loans through 56,532 savings and credit groups, the average loan was VND 29.68 million / household.
In which, there has 04 over 06 areas, the entrusted outstanding loans increased to over VND 10,000 billion, including: Northern Midlands and Mountains (VND 12,069 billion); Red River Delta (VND 10,496 billion); North Central and Central Coast (VND 17,430 billion); Mekong Delta (VND 11,271 billion).
ThanhHoa province has the highest entrusted outstanding loans, reaching VND 3,541 billion. There has 19 units with a high entrusted outstanding loans of over VND 1,000 billion, including following provinces and cities: PhuTho, Bac Giang, Son La, Hanoi, Thai Binh, Nam Dinh, ThanhHoa, NgheAn, Ha Tinh, QuangBinh, Quang Nam, Quang Ngai, Binh Dinh, Dak Lak, Gia Lai, Lam Dong, TayNinh, Tien Giang, KienGiang. In addition, there are also 43 units with outstanding loans from VND 500 billion to less than VND 1,000 billion ...
Among the entrusting credit programs through VNFU, there are 07 programs with the outstanding loans accounted for high percent of VND 57,790 billion (accounting for 94% of the total outstanding loans). Typically: Lending to poor households (VND 11,554 billion, accounting for 18.79%); Lending to clean water and sanitation program (VND 10,726 billion, 17.45%); lending to households escaping from poverty (VND 10,265 billion, 16.7%); lending to near poor households (VND 10,053 billion, 16.35%); Lending toproduction households in difficult areas (VND 7.017 billion, 11.41%) ... The rest programs have outstanding loans of VND 3,803 billion, accounting for 6% of total outstanding loans.
Through the good implementation of entrustment of preferential loans, all levels of VNFU have more conditions to strengthen the organization and attract members and farmers to participate in it. At the same time, the monitoring activities to ensure that credit policies are implemented publicly and transparently have improved efficiency in the use of state resources for poverty reduction, job creation, contributing positively in ensuring social security.
In addition, the two organizations also coordinate to effectively organize the implementation of mobilization of members, farmers to be eager to practice thrift. Up to now, the number of savings and credit groups having implemented voluntary savings activities reaches 56,494 Groups (accounting for 99.93% of the Groups), with over 2 million members participating in voluntary savings. Total voluntary savings of members as of June 30, 2019 reached VND 2,773 billion; On average, the savings deposit balance reached VND 49.09 million / group and VND 133,470 / member.
In order to help households use their capital effectively, all levels of the VNFU also coordinate with the Social Policy Bank and local authorities to organize training on breeding and farming techniques for 100% of households.
In the first 6 months of the year, all levels of VNFU have coordinated with Social Policy Bank to organize training courses to foster and enhance professional knowledge, management skills for thecadres of VNFU at all levels and the Management Board of Credit and Savings Groups with the participation of nearly 15,000 members of VNFU at all levels and the Management Board of Savings and Credit Groups.
In addition, the Executive Board of the Supporting Fund for Farmers also provided documents and organized 03 training courses for nearly 450 cadres of VNFU at all levels in some provinces such as NinhBinh, Thanh Hoa and Dien Bien; organized 20 professional entrusted training courses to 2,500cadres of VNFU at grass root level and the Management Board of Credit and Savings Groups in 3 provinces: Thai Binh, Bac Ninh and Nghe An.
In order to further enhance the effectiveness of policy credit in general and the implementation of entrusting work in particular, delegates at the Conference focused on analyzing the tasks and roles of each involved party. At the same time, proposed solutions to help entrusting work achieve better results in the coming time, such as: Continuing to consolidate and improve the quality of activities of Savings and Credit Groups, credit quality; coordinating in the propaganda and implementation of social housing loans, lending under the Decision No. 2085 of the Prime Minister approving specific policies to support socio-economic development in ethnic minority and mountainous areas for the 2017-2020period; organize survey credit point at communes and implement solutions to improve credit quality in provinces with bad credit quality; strengthening training for cadres of VNFU to implement the entrustment of policy credit capital...

Speaking at the Conference, Deputy General Director of Social Policy Bank Nguyen Van Ly appreciated the results of implementing entrusting services through VNFU channel in lending to poor households and other policy beneficiaries. The above results are thanks to the cooperation of the two units inimplementing the program in the right direction and focusing to the core.
“Through entrustment activities with socio-political organizations, in which VNFU has contributed in bringing credit capital to the right beneficiaries; Borrowers use capital for the right purpose and effectively. Thereby, performing well the repayment of both principal and interest, on average, the capital recovery rate is over 90% ”- emphasized Mr. Nguyen Van Ly.
Closing the Conference, Chairman Thao Xuan Sung said: The preferential credit loan entrusting activity is really an optimal policy, which has helped many poor households in general and large number of members, farmers in particular have a chance to escape poverty sustainably. Through entrustment activities, the position and role of all levels of VNFU are increasing, members and farmers trust more in their organizations.
“The implementation of the task of lending as entrusting the State’s preferential credit capital is carrying out the political tasks in ensuring the national target of poverty reduction and social security. Therefore, in the coming time, the VNFU at all levels will continue to closely coordinate with the Bank to implement well the entrusting work, contributing in helping the poor and policy beneficiaries have the opportunity to rise up. The two organizations will discuss and consent on building models, guiding members and farmers to do business and implementat the village and hamlet scale. This work is extremely necessary to help members and farmers improve their qualifications, gradually meet the requirements and adapt to the 4.0 industrial revolution taking place strongly. The two parties will also coordinate to organize preliminary review of five-year implementation of Directive 40 of the Party Central Committee’s Secretariat on strengthening the Party’s leadership on social policy credit” - Affirmed the leader of VNFU.
