To Coordinate in bringing the Law on Environmental Protection 2020 to life

On December 21, 2020, Vietnam Farmers’ Union (VNFU) in coordination with Ministry of Natural Resources and Environment (MONRE) hold a workshop on "Strengthening the coordination between FUs at all levels and the Natural Resources and Environment sector in bringing the Law on Environmental Protection to life” in Hanoi. Co-chair of the seminar were Mr. Thao Xuan Sung, Member of the Party Central Committee, Secretary of VNFU Party Committee, Chairman of VNFU; Mr. Tran Hong Ha - Member of the Party Central Committee, Minister of MONRE.


An overview of the workshop

Attending the workshop were Mr. Luong Quoc Doan, VNFU First Vice- Chairman, Mr. Dinh Khac Dinh, Mr. Nguyen Xuan Dinh, VNFU Vice-Chairman, leader representatives of VNFU Departments and Units from VNFU side, Mr. Vo Tuan Nhan, Deputy-Minister of MONRE and leader representatives of MONRE units.

Opening remarks at the workshop, Mr. Thao Xuan Sung, VNFU Chairman informed that the Law on Environmental Protection 2020 has just been approved by the 14th National Assembly of the Socialist Republic of Vietnam, session 10 on November 17, 2020. The Law has 16 chapters with 171 articles regulating environmental protection activities; rights, obligations and responsibilities of agencies, organizations, residential communities, households and individuals in environmental protection activities. The law sets out the principles of environmental protection, consisting of the principles: environmental protection is the rights, obligations and responsibilities of all agencies, organizations, residential communities, households and individuals.

Mr. Thao Xuan Sung, VNFU Chairman emphasized that environmental protection is a prerequisite, foundation and central factor for the goal of sustainable socio-economic development. Clearly identifying that roles and tasks, in the period 2015-2020, VNFU has instructed FUs at provinces and cities to successfully build hundreds of pilot models for collection, classification and treatment of waste in daily life, waste treatment in craft villages, biogas tunnel to protect the rural environment. Besides, the indigenous knowledge in environmental protection has been made use of and promoted... Through pilot models implemented in many localities, the propaganda activities have been really effective and a strong change in both awareness and specific action has been created in the environmental protection work of FUs at the local areas.
  
“However, in addition to the achieved results, there are a lot of limitation in the engagement in the environmental protection of FUs at all level. In particular, the consciousness of environmental protection has not become the habit and lifestyle of farmers, members; environmentally unfriendly attitudes, behaviors, lifestyles and consumption habits are quite common in many places; there is still the thought of relying on the State; embarrassment, passiveness, lacking of experiences and responsibility of a group of members, farmers in some localities towards the community in preventing and mitigating natural disasters...”- stated Mr. Thao Xuan Sung.    
 
VNFU Chairman Thao Xuan Sung suggested that the participants analyze and focus on 5 groups of problems including: Firstly, discussing the contents and practical solutions to increase strengthening the coordination between VNFU and MONRE from the central to local levels; among socio-political organizations and mass organizations; among localities in bringing the Law on Environmental Protection to life. Secondly, the issue of environmental protection is a continuous and long-term process, therefore, it is necessary to discuss about the form of coordination between the two agencies (based on the system, decentralization...). Thirdly, indentifying where to start and what the breakthrough stage is, to achieve the goal of reforming from brown economy to green economic development (circular economy), which is a throughout thought in the ideas to build the draft documents of the XIII Congress of the Party. Fourthly, contributions to the review, adjustment and supplementation of policies to well implement the Law on Environmental Protection. Fifthly, the mechanism to mobilize resources, means and conditions well for the implementation of the Law.

At the workshop, the participants discussed quite frankly about the achievements, shortcomings of environmental protection in the rural areas, thereby, provided solutions, especially on working with FUs at all levels to improve the quality of environmental protection.

Reporting on the results of VNFU’s implementation of the Law on Environmental Protection 2014 among officials, farmers, members, director of VNFU Center for Environment and Sustainable Development Nguyen Thi Kim Hoa affirmed that in the previous years, VNFU had focused on promoting the propaganda and education of the law; diversifying forms of propaganda, advocacy, building an environmentally friendly lifestyle, sustainable trading, forming a sense of rural resource and environment protection. In the period 2015-2020, VNFU organized 432 training courses on communication skill for more than 43,000 officials, farmers, members; built a network of communicators with skills in propaganda, mobilization and persuasion in the work of environmental protection and land use management. Also, the FU provinces and cities were supported to organize 200 training courses on technical training and knowledge on environmental protection in the communes where there were pilot models of environmental protection for more than 20,000 officials, farmers, members.
 
In addition, in order to promote production development in association with environmental protection for sustainable development, VNFU has instructed and directed FUs at provinces and cities to successfully develop hundreds of pilot models for collecting, classifying and treating domestic waste, waste treatment in craft villages, biogas gas tunnel to protect the rural environment, for examples, collecting, classifying and treating organic waste into fertilizer at source models in Hai Duong, Nam Dinh, Hoa Binh, An Giang, Long An provinces; "wastewater treatment for craft villages" models in the Hung Yen, Bac Ninh, Bac Giang, Thai Binh provinces; "biological cushioning in livestock to minimize the environmental pollution" models, contributing to reducing the pollution of water sources for domestic fuel supply in Vinh Phuc, Quang Tri, Hanoi city ...

FUs at all levels have also strengthened the monitoring and evaluation of the implementation of the law on environmental protection in the rural areas, protecting the legal and legitimate rights and interests of the rural people; gathering farmers, propagating, mobilizing and promptly disseminating the Party's guidelines, the State's policies and laws on land and environment protection, improving the quality of life and taking care of health for residential community. As a result, the rural people have paid more attention to environmental issues, had a sense and responsibility in environmental protection. Through activities of environmental protection and response to climate change, farmers, members’ belief in the FUs has increased, which contributes to strengthening and building a strong VNFU.
 
Promoting the results achieved in the past time, he also stated and proposed 9 solutions to implement the Law on Environmental Protection in 2020 to officials, members, and farmers. In particular, the Association at all levels should continue to focus on and strengthen communication, mobilize members and farmers to participate in environmental protection; building a circular economic model; improve the quality of coordination with the natural resources and environment sectors ...

Mrs. Tran Thi Tuyet Huong, Hung Yen provincial FU chairwoman shared that with the current situation of environmental issues in the province, since 2015, the provincial FU has issued the Project 06 on “Enhancing the role of FUs at all levels in participating in green, clean, beautiful rural environment protection; contributing to building new countryside. To present, the provincial FU has directly developed more than 60 models of collecting and preliminarily treating pesticide packaging in the field at 60 plots in the province, built 98/841 FU branches of the village named " 3 no FU branch"; 182 models of FUs participating in the rural environment protection, 436 groups of environmental sanitation managed by FUs at all levels... Besides, FUs have coordinated with the Department of Agriculture and Rural Development, the Department of Science and Technology to build 296 models of primary collection and treatment of pesticide package in the field.
 
Mr. Hoang Trong Thuy, agricultural expert gave opinions that in order to enhance the role and responsibility of FUs at all levels, officials, members, farmers in participating in environmental protection and management, it is necessary to strengthen the coordination between MONRE and VNFU through specific actions; in which, a team of experts of the Ministry go on the field to conduct training of trainers on environmental protection for farmers, members, then contributing to enhancing the supervisory role of farmers, members in the environmental protection.

Speaking at the closing ceremony, Mr. Tran Hong Ha, Minister of MONRE acknowledged and highly appreciated the efforts of FUs at all levels in the environmental protection. Accordingly, in the newly passed amended Law on Environmental Protection 2020, there are many contents showing that the Association of Vietnamese farmers plays a very important role in mobilizing cadres, members, farmers to participate in environmental protection right in real estate activities. export of agriculture, forestry, fishery, agriculture, landscape protection and preservation, and environmental protection in rural and craft villages; developing environmental protection models associated with building a new countryside; support organization, vocational training and transfer of science and technology to help farmers develop environmentally friendly production and sustainable development.

In that spirit, it is suggested that in the coming time, it is necessary to strengthen the close coordination between the system of the management agencies of the natural resources and environment sector and the farmer associations at all levels in organizing the effective implementation of the 48 Coordination Program -2017 / CTPH-HND-BTNMT in the field of natural resources and environment in the period of 2018-2023.

Besides, VNFU should promote propaganda about the environment in the area; continue to orient farmers, members and commune FUs to develop types of production with low risk of pollution, using local friendly environment materials; enhancing the role of monitoring the implementation of the Law on Environmental Protection in 2020, receiving feedback and aspirations from farmers; looking for resources to research, propose solutions to effectively collect and store plant protection drug packages after use... Especially, FUs at all levels need to continue to synthesize, gather opinions and propose to the Government to promulgate and adjust policies to support farmers, members in implementing environmental protection.
 
Currently, the trend of moving production activities from urban to rural areas, especially those at risk of environmental pollution, is increasingly high. Therefore, there is also an increase in the waste streams from the urban to rural areas for more recycling and treatment. Besides, the demand for goods increases, so the rural areas are suffering many consequences of the abuse of chemicals used in agriculture.
 
 
According to statistics, about 7.3 to 8.6 million tons of chemicals,  about 110,000-150,000 tons of  plant protection drugs  are used in agricultural activities every year, of which, 10% is discarded packages. Furthermore, the rural areas have been affected by pollution from small-scale and scattered livestock, aquaculture, daily activities with the generation of domestic solid waste of about 28,394 tons/day...
