Improving staff training effectiveness for VNFU officers at all levels

From 2016 to 2020, VNFU Staff Training School directly organized, managed and taught 106 training courses for 7.966 officers from central to commune level. This has contributed to improving the quality and efficiency of VNFU staffs, gradually meeting the task requirements in the new situation.
Staffs of grassroots level FUs are regularly trained to improve their qualifications


Right after the Prime Minister issued the Decision approving the Project "Providing training to staffs of VNFU", VNFU Staff Training School advised the VNFU Central Committee to issue a plan to organize the implementation and organize a conference to disseminate and implement Decision 2045/QD-TTg to members of VNFU Central Committee, key officials of the central and provincial FUs.


VNFU Staff Training School has built 08 sets of programs, textbooks and documents, including: Intermediate programs and textbooks of Social Work, majoring in Farmer's Union work (2 years) for officers of grassroots level FUs; Program and documents for professional training of FU’s work (10 days); foster professional knowledge according to the job position (10 days); foster professional training of FU’s work (1 month); fostering part-time lecturers (10 days) for officials at the central, provincial and district levels; Training programs and documents for officers of grassroots level FUs (for 03 months) and Training programs and documents for officers of grassroots level FUs (for 07 days); Training program and documents for staffs of professional branches and groups (3-5 days).


On the basis of the approved program, the school has trained, transferred, and guided localities to implement training programs for officers of grassroots level FUs and officers of branches and groups.
The training programs are developed to ensure the scientific criteria and the balance between theory (Political theory, professional expertise) and practice (internship, graduation practice, extra-curricular activities, field trips) in accordance with the regulations of state management agencies, ensuring the consistency of the content and meeting the requirements for the title standards of officials and public employees of FUs at all levels.


The compilation of curricula and documents at each stage complied with current regulations, closely followed the approved training program, ensured scientificity, inheritance and knowledge update. The programs were built in accordance with the qualifications of VNFU staffs and the reality of VNFU work in the new period. Programs, textbooks and documents after a period of use have been researched, adjusted and supplemented in a timely manner according to regulations and practical situations.


On the basis of the implementation plan of the project, VNFU Staff Training School has advised the VNFU Central Committee to issue plans and documents to direct, guide and assign targets of staff training for the provincial FUs to implement every year.


The advisory work to promulgate guidelines, schemes and plans has created unity in awareness, created mechanisms, resources and synchronous coordination to effectively implement the training work of VNFU Staff Training School in particular and Vietnam Farmers' Union in general.


From 2016 to 2020, VNFU Staff Training School directly organized, managed and taught 106 training courses for 7.966 officers from central to commune level. In which, 56 training courses with 4.133 FU officers from district to central level (including 10-day professional training for FU’s work; 10-day training in professional knowledge according to the job position; 1-month professional training for FU’s work; 10-day training for part-time lecturers);  50 training courses for officers at commune level (including 16 intermediate training classes, majoring in Social Work and FU’s work with 867 officers for 2 years; 34 professional training courses for FU’s work with 2,966 officers).


The school focuses on building, consolidating the organizational structure and staffs, ensuring the requirements of leadership, management of training activities and constantly innovating and improving the quality of training types. Training and fostering of on-site staffs are carried out regularly, testing activities and creating a source of on-site lecturers are focused.


The school's permanent teaching staffs has been standardized in terms of expertise to ensure the quality of specialized training as required and undertake scientific research tasks as prescribed. In addition, the school has built a team of part-time lecturers and visiting lecturers who are professors, associate professors, doctors, masters of universities, academies, political schools of provinces and cities, leaders of FUs at all levels participating in teaching.


Through training and retraining, the officers have been improved in theoretical awareness and professional qualifications for FU's work. After graduation, most of them have applied the knowledge they learned to their practical work, which is highly appreciated by the party committee and authorities.
