Reporting on the implementation of the Resolution No 7 of the Central Committee (10th tenure) and the Resolution No 5 of the Central Committee (9th tenure), Vice Chairman of the VNFU Executive Committee Bui Thi Thom said: On the basis of institutionalizing the Government's resolution, the Prime Minister, central ministries and branches, all levels of VNFU have presided and coordinated in implementing the contents of the Resolution No 7 on agriculture, farmers, rural areas according to their assigned functions and tasks.
One of the outstanding results in the implementation of the Resolution No 7 of the Central Committee (10th tenure) is along with propaganda and mobilization of farmers to restructure the agricultural sector, build a comprehensive agriculture in the modern direction, build new rural areas associated with urban development; VNFU takes care of building a strong Vietnamese peasant class, consolidating the union of workers - farmers - intellectuals in the period of industrialization and modernization of the country.
In organizing activities to improve the material and spiritual life of the rural people, all levels of VNFU have promoted and improved the effectiveness of the movement “Farmers emulate good production and business, unite to help each other get rich and reduce poverty sustainably”; promote services, consulting, vocational training, job introduction and support farmers to develop production.
VNFU has focused on building and consolidating its organization; training to improve the quality of staffs and members. In which, the most prominent is the innovation of the content and the method of gathering members. Summarizing 3 years of implementation of Project 24, the Executive Board issued Resolution No 04 on building professional branches and groups. Up to now, VNFU at all levels have established 2.101 professional branches and 24.343 professional groups.
Regarding the results of participating in the implementation of guidelines and policies on land accumulation and concentration, formation of commodity production areas, by the end of 2020, VNFU at all levels have coordinated to mobilize farmers to consolidate and exchange plots with the total area 790.000 ha (accounting for 6% of the total agricultural land area); mobilize farmers to build 1.160 large fields…
Discussing the “hot spots” of agriculture, farmers and rural areas
In addition to the positive achieved results, the leaders of VNFU Central Committee also frankly raised the emerging issues, new problems arising in the process of industrialization and modernization of agriculture and rural areas.
Specifically: Along with the trend of reducing the proportion of labor in agriculture, the stratification within the peasant class with different needs, different income indicators and benefit levels takes place more and more significantly, but there has not been an overall quantitative study at the national scale.
The "subject" role of farmers in new rural construction in particular and in economic and social activities in rural areas has been affirmed by the Party and State in many resolutions and conclusions, but in general, it has not been appreciated in reality.
Linking and cooperating in production in the value chain is an inevitable trend. Despite achieving many results, linking “4 houses” has not brought into full play its potential; rights and obligations of the parties are not strictly regulated.
Agricultural digitization is becoming a strong trend in the world, bringing many practical values, but the majority of Vietnamese farmer members have not approached this field.
Agricultural start-up is starting to form a clear "flow", although it has not become a big movement, it is attracting more and more young farmers and young entrepreneurs. The scale of the "seeds" is small, but signals a new development trend in the quality of future farmers.
Regarding the implementation situation of the Resolution No 5 of the Central Committee (9th tenure), in the 20 years of implementing the Resolution No. 13 of the Party Central Committee, VNFU has issued many documents, thematic resolutions, and many schemes, programs and plans to guide all levels in performing their collective and cooperative economic development tasks. Along with propagating and supporting the building of collective economic models, VNFU also well organizes trade promotion activities, branding, and product consumption support.
However, there are still 7 main weaknesses in collective economic development. In particular, cooperative managers, especially chairman of Board of Directors, director of the cooperatives have not been properly trained, lack of knowledge and skills, etc. This is the biggest weakness.
In addition, the role of VNFU as a socio-political organization representing more than 62% of the rural population and more than 10.2 million members has not been clearly confirmed in the Party's resolutions and the Government's action plan, so VNFU at all levels have not been allocated corresponding resources to actively participate in the collective economic development.
Under the leadership of Chairman Luong Quoc Doan and leaders of the Central Theoretical Council, the delegates had lively and frank discussions about the implementation of Resolution No 7 of the Central Committee (10th tenure) and Resolution No 5 of the Central Committee (9th tenure) as well as making proposals and solutions to develop agriculture, farmers and rural areas.
Speaking at the conference, the representative of the Central Theoretical Council highly appreciated the exchanges, discussions, and contributions of the delegates in the seminar. This is the first survey of the working group of the Central Theoretical Council.
In the coming time, the Central Theoretical Council wishes to continue to receive the contributions of VNFU to serve as a basis for advising the Politburo to soon develop and issue a new resolution on agriculture, farmers, rural areas for the new period.
