Vietnam Farmers’ Union – Ministry of Agriculture and Rural Development: Coordination in propagation, mobilization, support to farmers in economic development

(VNFU Portal) - On December 8, in Hanoi, the Central Committee of the Vietnam Farmers' Union (VNFU) and the Ministry of Agriculture and Rural Development (MARD) signed a coordination program to promote propaganda, mobilization and support to farmers in developing rural economy, building new rural areas in association with agricultural restructuring in the period of 2021 - 2025.

Chairing the signing conference were Member of CPV Central Committee, Secretary of the Party’s designated representation, Chairman of the Central Committee of the Vietnam Farmers' Union Luong Quoc Doan; Le Minh Hoan, Member of Central Committee of the Party, Minister of Agriculture and Rural Development.

 
Attending the Conference were the Vice Presidents of the Vietnam Farmers' Union: Dinh Khac Dinh, Pham Tien Nam, Bui Thi Thom, Nguyen Xuan Dinh; representatives of leaders of departments, units of VNFU, General Departments, Departments of MARD. At the same time, the conference was also virtually attended by leaders of the provincial Department of Agriculture and Rural Development and Farmers' Unions from 63 provinces and cities nationwide.


Speaking at the opening of the conference, Comrade Luong Quoc Doan, Member of CPV Central Committee, Secretary of the Party’s designated representation, Chairman of VNFU’s Central Committee commented: For many years, agriculture in Vietnam has been considered as "the pillar of the economy", especially in the situation of social changes, agriculture has proved its important position and role in stabilizing the economy, society, politics, security of the country.


As informed by Member of CPV Central Committee, Secretary of the Party designated representation, Chairman of VNFU’s Central Committee Luong Quoc Doan, the coordination program identifies five specific tasks that need attention and direction for implemention in the coming period. These are: Coordinate in the implementation of agricultural development, focusing on promoting the application of science and technology in agricultural production towards safety, efficiency and sustainable development. Register and manage planting area codes and strengthen examination, inspection and supervision of agricultural materials. Ensure food safety and hygiene; develop collective and cooperative economy in agriculture; cooperation in new rural development. In which focus is on: Implementing a civilized lifestyle, protecting the rural environment. Developing OCOP products and agricultural and rural tourism; effectively organizing vocational and farmer training activities in order to improve community capacity and the role of a subject in new rural development; coordinating in propagating, mobilizing and raising awareness of officials, members and farmers, organizing agricultural forums and introducing and honoring the image of the new generation of farmers.


Leaders of the Central Committee of the Vietnam Farmers' Union, Ministry of Agriculture and Rural Development agreed to assign 10 focal units of the two organizations to be responsible for advising and organizing the implementation of each group of tasks and solutions in the coordination program.


“With the organizational structure from central to village, hamlet, and over 10,000 full-time commune officials, over 3,200 district officials, nearly 2,000 provincial and central officials representing more than 10.2 million members and farmers living in more than 95,000 branches, the Vietnam Farmers' Union is committed to working closely with Ministry of Agriculture and Rural Development to implement the Coordination Program in order for successful implementation of the program towards the goal of developing a prosperous agriculture, wealthy farmers and modernized rural areas as directed by General Secretary Nguyen Phu Trong and set out by the 13th Party Congress”, VNFU Chairman Luong Quoc Doan emphasized.


The coordination program aims to strengthen the coordination between Ministry of Agriculture and Rural Development and Vietnam Farmers' Union in propagating and mobilizing farmers to implement the guidelines, policies of the Party and State’s laws, change the thinking about rural economic development, restructure the agricultural sector in association with new rural construction and create the image of a new generation of farmers with good knowledge, skills, qualification and abilities in application of science and technology in agricultural production and business.


At the same time, the program will effectively promote the roles, functions and tasks of the two organizations in performing the tasks of supporting and promoting the development of agriculture, the collective economy and cooperatives; connection for product consumption; ensuring food safety and hygiene; rural environmental sanitation which contributes to promoting agricultural restructuring and rural economy, creating jobs, increasing incomes for members and farmers, successfully implementing industrialization and modernization of agriculture, industry, rural development.


The coordination program is specifically implemented by the annual plan on the basis of integrating activities, resources, unified and close coordination with monitoring, inspection, supervision, ensuring practicality and effectiveness, consistent with the functions, duties and authority of Ministry of Agriculture and Rural Development and Vietnam Farmers' Union.


Coordination activities will be carried out proactively, actively, regularly, closely and effectively when handling and solving related jobs, contributing to the good achievement of the development goal towards ecological agriculture, modern countryside, civilized farmers.


The coordination program between the two organizations is the basis for provincial Agriculture and Rural Development Departments and Farmers' Unions at all levels to develop local coordination programs in implementing activities related to agricultural, farmer and rural development.


Through the cooperation program, the two sides will guide members and farmers to apply high technologies and ecological agriculture in the direction of a circular economy, promote digital transformation in agriculture associated with the application of technical processes of GAP standards. Striving to 2025, the number of planting areas coded as being eligible for export will increase 5 times compared to the present (about over 500,000 ha).


Besides, the two agencies jointly coordinate and direct the sector to implement: Education, training and improving knowledge and skills for the staff of the Union at all levels, with priority given to the officials responsible for economic development of collectives and cooperatives.


Striving to 2025, 50% of the commune-level Farmers' Unions will have officials who acquire profound knowledge in their tasks and skills in consulting and developing cooperatives. In the immediate future, focuses will be on mobilizing and supporting farmers to participate in building cooperatives to develop concentrated raw material areas, value chains in 11 provinces and 75 districts according to the Scheme on Development of raw material areas for processing and consumption of agricultural and forestry products in the 2021-2025 period by Ministry of Agriculture and Rural Development.


In the period of 2021 - 2025, the two agencies will coordinate to organize agricultural vocational training for farmers as the components of the National Target Program on new style rural development for the period of 2021 - 2025.


The goal is that by 2025, about 1.5 million farmers will be able to participate in agricultural vocational training; focus on vocational training and support rural workers to find and access job market through VNFU's Farmers’ Support Center and farmer support centers in the provinces and cities. Support rural laborers to learn trades and foreign languages for labor export; development of rural economy, multi-valued agricultural products associated with digital transformation, circular economy and organic agriculture.


On that basis, every year Ministry of Agriculture and Rural Development and Vietnam Farmers' Union organize an assessment for results of the implementation of coordination program, draw lessons from the direction and unify the plan for next year.
 
 
Speaking at the conference, Minister Le Minh Hoan affirmed that the contents of the cooperation program are a revolution in agricultural and rural innovation and change of people's perception. Farmers are the subject, having a central position in all programs of socio-economic construction and agricultural development, so it is necessary to improve their capacity so that they can themselves make wealth in the current context.
