Chairman of the Vietnam Farmers' Union, Mr. Luong Quoc Doan meets voters in An Giang province

In the morning of November 28th, in Phu Hoa town, Thoai Son district, An Giang province, the National Assembly Delegation of An Giang province met voters after the fourth meeting of the 15th National Assembly of Vietnam. Mr. Luong Quoc Doan, Member of the Party Central Committee, Party Committee Secretary General, and Chairman of the Vietnam Farmers' Union, is a member of the delegation. 
Mr. Luong Quoc Doan, Member of the Party Central Committee, Party Committee Secretary General, and Chairman of the Vietnam Farmers' Union; Major General Hoang Huu Chien, Deputy Commander cum Chief of Staff of the Vietnam Border; Ms. Tran Thi Thanh Huong, Head of National Assembly Delegation, Director of Dissemination and Traing Department of the An Giang Provincial Party Committee; and 120 voters from 4 communes and towns named Phu Hoa, Vinh Chanh, Phu Thuan, and Vinh Trach of Thoai Son district attended the conference.

On behalf of the delegation, Ms. Tran Thi Thanh Huong briefly reported the results of the fourth meeting of the 15th National Assembly of Vietnam and the activities of the National Assembly Delegation at the provincial level at the meeting.
According to the Head of National Assembly Delegation of An Giang province, after 21 days of serious, scientific, democratic and highly responsible work, the National Assembly has completed the program contents. At the session, the National Assembly voted to pass 6 Laws, 12 thematic Resolutions, and the general Resolution of the meeting; and it discussed the reception, revision and giving opinions for the first time on 8 projects on law and resolutions on many other important contents of the country.

At the fourth meeting, nine members of the National Assembly delegation from An Giang province attended all the discussion sessions according to the agenda. At the group discussions and plenary discussions, the National Assembly delegation at the provincial level actively studied the submission notes, verification reports, and reports on the acceptance of the Government's explanations, and there were 26 turns of opinions and speeches.

After listening to Ms. Tran Thi Thanh Huong's report, the voters of Thoai Son district gave their opinions on the weaknesses in exporting agricultural products. Vietnam is an agricultural country, but there are few products for export, and there are some weaknesses in agricultural varieties; the promulgated land law considers ensuring the rights of people, especially in the recovery of land allocated to businesses; regarding social insurance, it is necessary to conduct appropriate research and to increase the benefits of insurance participants according to the general development of the country; the government needs to increase investment in infrastructure for the Mekong Delta region; there have been some inadequacies in staff reduction in the health and education sectors, ect.

The voters also reflected that people were forced to buy life insurance when they wanted to get a loan from the banks; otherwise,  they would not be able to borrow money or it would be very difficult to borrow money.

Regarding this issue, voter Dao Vinh Minh (from Phu Hoa town), said that when people borrow money from banks, credit officers will require them to buy both loan insurance and life insurance to get a loan. There is a case where a credit officer advises people to get disbursement, people buy life insurance to pay for 6 months and then stop paying. “Is there any requirement that anyone obtaining a bank loan purchase life insurance?” – Ms. Minh asked.

If the staff reduction is not appropriate, especially for the health and education sectors, it will affect the quality of health care and education. Voter Nguyen Quoc Khanh (from Phu Thuan commune), stated: “The staff reduction of the education sector is not appropriate, if a teacher is in charge of a class of 45-50 students, the quality of teaching will be affected. The National Assembly needs to consider some specific sectors in the staff reduction.

Responding to voters' opinions, Mr. Luong Quoc Doan, Member of the Party Central Committee, Party Committee Secretary General, and Chairman of the Vietnam Farmers' Union, said that the situation of exporting agricultural products in Vietnam, especially in recent years, has significantly grown, and there have been many agricultural products of Vietnam presented in fastidious markets such as Europe, Japan,... There are some major export agricultural products such as rice, catfish, shrimp, cashew nut, pepper, etc.

In addition, the export of agricultural products still has certain weaknesses; there are uneven products and unsatisfactory quantities because the production scales are still fragmented, small and unconnected. Therefore, although the figure for products is high, official export is still limited; the material production areas have not been built yet, so they cannot attract enterprises to invest; and there are still many weaknesses in varieties, especially vegetables, tubers, fruits…

In order to overcome the weaknesses, according to Chairman of the Vietnam Farmers' Union Luong Quoc Doan, it is necessary to have the participation of branches, levels, and the whole political system in mobilizing the citizens to take part in production linkages so that raw material areas can be improved and exports will be promoted.

Regarding the land law, VNFU Chairman Luong Quoc Doan said that the land law ensures the interests of the State, the people's rights, and harmonizes with businesses, especially ensuring the security of society for people after land acquisition to improve their lives.

Regarding the opinion that people who want to borrow money from banks are forced to buy life insurance, Mr. Luong Quoc Doan affirmed that it is not legal with the policies of the Party and State. Regarding this issue, the National Assembly Delegation received citizens’ opinions and transferred them to the local banking system to promptly correct.

The National Assembly Delegation of  An Giang province received the opinions of the voters in Thoai Son district and reflected them to the National Assembly, branches at all levels, and the Government in order to make the most appropriate decisions.
