The 7th National Congress of Vietnam Farmers’ Union (VNFU), term 2018 – 2023 was formally held on December 11- 13, 2018 at Vietnam National Convention Center, Hanoi.


An overview of VNFU 7th National Congress
Speaking at the Press Conference on the results of the Congress, Dr. Thao Xuan Sung, Member of the Party Central Committee, Member of National Assembly, Chairperson of VNFU Executive Committee term VII affirmed that the Congress was an important political event of the peasantry and people nationwide and also an opportunity to disseminate and raise the awareness of all sectors, levels and different classes of people on the position, functions and tasks of the peasantry and VNFU in developing prosperous agriculture, wealthy farmers, civilized and modern rural areas.

The total number of convened participants was 999. There were 999 participants attending the Congress, including 702 men (70.27%); 297 women (29.73%); 178 ethnic minority people (17.82%); 25 religious followers (2.50%); 135 participants with academic titles of professors, associate professors and academic distinction of doctoral and master's degrees (13.51%). The average age of participants was 47.37 years old; the oldest was 65 years old and the youngest was 22 years old.

It was delighted in the Congress to welcome H.E. Mr. Nguyen Phu Trong- General Secretary of the Central Party Executive Committee, President of Vietnam, H.E. Mr. Nguyen Xuan Phuc- Prime Minister of Vietnam, H.E. Mrs. Nguyen Thi Kim Ngan- Chairwoman of National Assembly. 376 invitees were senior leaders, former senior leaders of the Vietnamese Party and State; socio-political organizations and the Central Committees, ministries and agencies; VNFU Chairpersons, Vice- Chairpersons through periods of time.

At the opening ceremony in the morning of December 12, H.E. Mr. Nguyen Phu Trong- General Secretary of the Central Party Executive Committee, President of Vietnam delivered an important speech in order to orient the Congress, expressing the great concern of the Party and State over the peasantry and VNFU.
Attending and reporting on the Congress, there were nearly 80 reporters and journalists of approximately 37 news and press agencies at the central and local levels.

With the management of the Congress Presidium, the participants focused on discussing, giving their ideas on finalizing and approving some important documents in the Congress including: Political Report of VNFU Executive Committee term VI with the title: building VNFU in a clean and strong manner, bringing into full play the role of VNFU and the peasantry in developing prosperous agriculture, wealthy farmers, civilized and modern rural areas; the drafts of VNFU Constitution (amended and supplemented); Review Report of VNFU Executive Committee term VI and the election of VNFU Executive Committee term VII for the period of 2018-2023.

Dr. Thao Xuan Sung emphasized that with a lively and straightforward discussion, demonstrating the spirit of construction and high responsibility, more than 178 turns of opinions of the participants were given and 80 written presentations were made, representing provincial/city Party Committees, provincial Farmers’ Union (FU), relevant Ministries and Agencies, scientists, enterprises... Most of the opinions were in agreement with the Report of VNFU Executive Committee term VI submitted to the Congress. Ideas of the participants were focused on the analysis and clarification of many important contents, both in terms of advantages and disadvantages of FU at all levels in the development of agriculture, building new rural areas and the Vietnamese peasantry; commenting on the amendment and supplement of some contents and criteria for the period of 2018-2023.

In the Congress, the orientation, objectives, tasks and solutions of VNFU activities and the peasant movement for the period of 2018-2023 were highly agreed. It was voted 100% in the Congress through 14 criteria for emulation in the period of 2018-2023 such as: 100% of the officials and members are disseminated and educated on the Party's Guidelines, the State’s Policies and Laws and VNFU’s Resolution. 100% of the FU branches have Today Rural Newspaper and at least 60 % of FU members get access to the Internet; 100% of officials in charge of FU activities are trained, educated and updated with knowledge of agricultural cultivation and skills of farmer mobilization; at least 40% of specialized FU officials at the central and provincial level know how to use one foreign language for communication and 80% of the commune FU Chairperson in the border communes, wards and townships know how to use the language of neighboring countries; 100 % of the commune FU Chairperson are trained at intermediate or higher level of political theory and professions 100% of the FU officials at branch level are trained with skills and methods for FU work; every year, at least 60% of the households register to strive and at least 50% of the registered households achieve the title of good production and business at all levels...

Also, in the Congress, 05 tasks and solutions for the term 2018 – 2023 were set include: building strong and powerful FU and the peasantry; Mobilizing farmers to develop agriculture, build new rural areas, civilized cities and sustainable poverty reduction; Participating in building strong and powerful Party and authorities and promoting the strength of the great national unity bloc; Performing national defense and security tasks; Strengthening foreign affairs and international cooperation.
 

Participants are voting for members of VNFU Executive Commitee Term VII

The current VNFU Constitution was approved in the 7th National Congress of VNFU on December 12, 2018. The VNFU Constitution was basically adjusted with principled issues in the organization and operation of VNFU, contributing to building a strong FU of politics, ideology, organization and operation; promoting the FU activities and the peasant movement nationwide with a new development, creating an important foundation for the unification of will and action throughout VNFU system.

It was decided at the Congress 119 members as the number of VNFU Executive Committee term VII for the period of 2018-2023. 119 members of VNFU Executive Committee term VII have sufficient ability and qualifications to undertake the tasks entrusted by the Congress. They have a rational structure of gender, age and ethnic composition to ensure standards and regulations.

The first meeting of VNFU Executive Committee term VII took place on December 12, 2018 at Vietnam National Convention Center, Hanoi. 21 members of VNFU Standing Committee, VNFU Chairperson and 05 Vice- Chairpersons of VNFU Executive Committee were elected at the meeting as follows: Dr. Thao Xuan Sung, Member of the Party Central Committee, Member of National Assembly, Chairperson of VNFU Executive Committee term VI was re-elected as the Chairperson of VNFU Executive Committee term VII (2018-2023) with 100% of the votes. 05 Vice- Chairpersons are: Mr. Luong Quoc Doan (re-elected), Mr. Pham Tien Nam (re-elected), Mr. Dinh Khac Dinh (re-elected), Mrs. Bui Thi Thom (newly elected), Mr. Nguyen Xuan Dinh (newly elected).

The 7th National Congress of VNFU has called on all officials, members and farmers throughout the country to continue to promote the gloriously revolutionary tradition of the peasantry and VNFU with the spirit of "Democracy - Solidarity - Innovation - Integration - Development", to make great efforts and strive for emulating and successfully implementing the Resolution of the 7th Congress, which contributes positively to the implementation of objectives and tasks on socio-economic development set out in the 12th National Congress of the Communist Party of Vietnam with the entire Party, people and armed forces.
