Unions at all levels need to promote farmer supporting activities
(VNFU Portal) – On 01 April, in the morning, the Central Executive Committee of Vietnam Farmer’s Union (VNFU) began holding the 2nd conference of the 7th Central Executive Committee of Vietnam Farmers’ Union. Mr. Thao Xuan Sung, a member of the Party Central Committee, Secretary and Chairman of the Central Executive Committee of Vietnam Farmers’ Union presided over the Conference.

At the Conference, Chairman Thao Xuan Sung requested the attendees to focus on discussing about the results of the Union’s activities and farmers’ movements in 2018; the tasks and solutions for the Union’s activities and farmers’ movements in 2019; the proposals on the establishment of the Steering Committee on emulation groups and the assignment of tasks for members of the Standing Committee, and members of the 7th Central Executive Committee of Vietnam Farmers’ Union (2018 – 2023); the draft working regulation of the 7th Central Executive Committee of VNFU (2018 – 2023); the draft working agenda of the 7th Central Executive Committee of VNFU (2018 – 2023); the scheme of establishing the Inspection Commission at all levels; the draft working regulation of the 7th Central Inspection Commission of VNFU.
In his speech, Chairman Thao Xuan Sung said: “The 7th National Congress of VNFU has fully and accurately evaluated the situation of agriculture, farmers, rural areas and farmers’ movement in 2018, drawn 5 important lessons and addressed 5 general objectives, 5 key roles and 22 primary solutions to successfully implement 14 specific criteria for the prosper agriculture, well-off farmers as well as civilized and modern rural areas. All attendees need to intensively study the solutions proposed by the Central Standing Committee of the Union in the thorough and specific manner and facilitate the effective implementation of the Resolution of the 7th National Congress of VNFU in association with the strict implementation of the Resolutions, Directives and Decisions of the Party and government”.
Leaders of provincial Unions signed the 2019 emulation covenants
Mr. Luong Quoc Doan - the Standing Vice Chairman of VNFU presented the report on summarizing the results of the Union’s activities and farmers' movements in 2018, the direction and tasks in 2019. Accordingly, in 2018, the emulation movements launched by the Union continued to develop in both intensive and extensive manner. The emulation movements of good business, unity and mutual assistance for sustainable poverty reduction and prosperous lives have revealed many examples of excellent farmers with value chain economic models that brought in high economic efficiency and had the wide spread in the society.
VNFU’s central and pivotal roles in the farmers’ movements have been highlighted. The roles of farmers in new rural development and the roles of the Union in improving material and spiritual lives of farmers and protecting legitimate rights and benefits of farmers and members have continued to be promoted.
All levels of the Union have well provided services, consultancies and vocational trainings for farmers; proactively coordinate with corporates in supplying agricultural materials to farmers with the method of deferred payment without interest. The knowledge of science and technology together with the higher level of production and business have helped farmers improve their lives and incomes, sustainably reduce poverty as well as effectively participate in agricultural restructuring and new rural and civilized urban development.

Contributing opinions at the conference, Mr. Dinh Hong Thai - Chairman of Ninh Binh Farmers’ Union said: In order to effectively implement the scheme No.24 of VNFU, Ninh Binh Farmers’ Union has focused on exploiting the resources and prioritizing professional groups in borrowing from the Farmer Supporting Fund. Accordingly, when setting up the project on borrowing from the Farmer Supporting Fund, the local union must devise the scheme of establishing professional groups. On the basis of the effective operation of professional groups, the Union guides and supports the establishment of cooperatives and supports the 2nd borrowing from the Farmer Supporting Fund.
The highlight in activities of Ninh Binh Farmers’ Union was the effective integration of the scheme No.24 on "The model of professional groups” with the scheme “Farmers say no to unhygienic food". Thereby, the Union implemented programs and projects on supporting farmer groups with the production by such safety standards as VietGAP, GlobalGAP, organic standards.
However, farmers still face many difficulties in consuming safe agricultural products due to the lack of stable consumption of agricultural products. In response to that situation, in 2017, the provincial union developed the plan and launched the first safe agricultural product store in Ninh Binh City. 100% of the products must have known origin, origin traceability, package and clear trademark. Up to now, after more than 2 years, the first safe agricultural product store in Ninh Binh City has had revenue of around VND 1 billion per month. From the success of the first agricultural store, Ninh Binh Farmers’ Union has opened 12 stores in all 8 districts and cities in the province. In 2019, Ninh Binh Farmers’ Union continues to support the survey and opening of more safe agricultural product stores including one store in Hanoi.
Regarding the support for farmers to establish production regions, Ms. Le Bich Chi - Standing Vice Chairman of Tra Vinh Farmers’ Union said that Tra Vinh province’s speciality is the coconut wax with high quality and value. Currently, a Japanese corporation wants to buy the large amount; however, the local production does not meet the quantity requirements. Thereby, the Provincial Union advised and proposed the Provincial People's Committee to organize a dialogue about policies on agriculture, farmers and rural areas with the participation of leaders of the Provincial People's Committee, Department of Agriculture and Rural Development, Department of Industry and Trade, Department of Science and Technology to discuss effective mechanisms and policies for trade promotion in the province. In particular, it is necessary to re-plan the local speciality production region for centralized production in order to facilitate trade promotion.
Presenting about the communication about new rural development, Mr. Nguyen Minh Truong - Chairman of Gia Lai Farmers’ Union said that in the process of new rural development, all levels of Gia Lai Farmers’ Union have proactively mobilized and coordinated in mobilizing farmers to promote their roles and actively follow the “whole country together build new rural areas" movement… With a large number of ethnic minorities, all levels of Union have focused on communicating about specific criteria for new rural development associated with specific actions, models and products. Typically, the model vegetable garden and the model of local union associated with the new rural development were developed in the villages that would be recognized as new rural area.
Especially, all levels of Gia Lai Farmers’ Union also realized the direction of the Provincial Union by implementing the “Local days” program (In one working week, provincial officials have 1 working day at the grassroots and 4 working days at the office; district officials have 2 working days at the grassroots and 3 working days at the office) in association with specific regulations of each unit to create motivation, dynamism and initiative in the new situation.
At the Conference, the Standing Committee of VNFU decided to reward collectives and individuals for outstanding achievements in the Union’s activities and farmers’ movements. Specifically, 34 provincial unions earned the title of good units, 29 provincial unions earned the title of excellent units; 17 units received the emulation flags from the Central Executive Committee of VNFU; 19 units received the certificates of merit from the Central Executive Committee of VNFU; 3 collectives and 3 individuals received the emulation flags from the Central Executive Committee of VNFU; 2 collectives and 2 individuals received the certificates of merit from the Central Executive Committee of VNFU.
Also at the Conference, Chairman Thao Xuan Sung promoted the provincial unions’ signing of 2019 emulation covenants. The Chairman asked the Standing Committee and Chairmen of provincial unions to direct and specify the Party’s directives and resolution, the government’s policies and laws and the Union's resolutions on implementing key tasks in 2019.
In 2019, Vietnam Farmers’ Union has set 14 targets for emulation; for example, 240,000 new members are recruited; 100% of the local unions have their own fund; 6 million family farmers commit to guaranteeing food safety and hygiene; 7.5 million members of farmers participate in health insurance and 100% of all levels of the Union well mobilize farmers to implement the Resolution of the 7th National Congress on the reform of social insurance policy, etc.
