The 2nd conference of 7th Central Executive Committee of Vietnam Farmers’ Union: It is necessary to have the focal points in the Union’s activities
(VNFU Portal)- On 02 April, the 2nd conference of the 7th Central Executive Committee of Vietnam Farmers’ Union (2018 – 2023) had the 2nd working day
At the conference, Mr. Thao Xuan Sung, a member of the Party Central Committee, Chairman of the Central Executive Committee of Vietnam Farmers’ Union said that on the first working day, the conference had discussed many important issues with the general agreement of most attendees. Regarding the scheme of establishing the Inspection Commission at all levels for the period of 2018-2023, by the end of May 2019, the Central Committee of Vietnam Farmers’ Union will issue specific guidelines to provide the basis for provincial unions to implement.
With the objective and orientation of establishing the Inspection Commission at all 4 levels and having them come into operation soon, the Central Committee of Vietnam Farmers’ Union will carry out the training for provincial unions to ensure the consistency in operation procedure from the central to grassroots levels.
All attendees have come to the complete agreement with the scheme of establishing the Inspection Commission at all levels for the period of 2018-2023. Accordingly, the number of specialized officials of the Inspection Commission is 7 persons at provincial level, 5 persons at district level and 3 persons at commune level. In the closing speech, Chairman Thao Xuan Sung requested all members of the Executive Committee to focus the collective intelligence on well implementing the roles of farmers in new rural development, the representative roles of the Union in taking care of and improving the material and spiritual lives of members and farmers. In addition, it is also necessary to concentrate on protecting legitimate rights and benefits of nationwide members and farmers.
“Over the last few years, all levels of Union have well carried out services, consultancies, supports and vocational trainings for farmers according to the Conclusion No.61 of the Secretariat and the Decision No. 673 of the Prime Minister. In the foreseeable future, the Union is required to continue to concentrate on innovating both operation methods and activities with the focus on supporting services for members and farmers. All provincial unions also need to complete the procedures of constructing models for developing agriculture, farmers and rural areas in order to create the focal points in the Union’s activities.
Simultaneously, all levels of Union are required to review to collect all pressing issues in rural areas that directly affect the lives of members and farmers and then cooperate with local government to timely deal. It is not permitted to have the crowd of complaints.”- Mr. Thao Xuan Sung, Chairman of the Central Executive Committee of Vietnam Farmers’ Union said.
At the conference, the Executive Committee of the Union assigned the Standing Committee of the Union to get attendees’ opinions to complete the documents for issuance and implementation. After this Conference, provincial unions will base on the orientation and tasks of the Central Union and 2019 farmers' movements as well as the documents adopted by the Conference for direction and implementation.
After Mr. Pham Van Thien – Head of the Administrative Department of the Vietnam Farmers’ Union presented the draft resolution of the Conference, 100% attendees expressed the absolute agreement on the resolution.
The resolution of the 2nd conference of the Central Executive Committee of Vietnam Farmers’ Union sets some targets for emulation including: 100% of officials and members are propagated, communicated and educated on the guidelines of the Party, the policies and laws of the government and the Resolution of Vietnam Farmers’ Union; 3,500 full-time officials of the Union are well trained; at least 120 full-time officials of the Farmers’ Union at the central and provincial level can use one foreign language in communication; 100% of the local unions have their own fund.
100% of the provincial and district unions organize dialogues between the local government and farmers; 2,500 farmers’ union at the district and commune levels provide consultancies, vocational trainings, services and supports to farmers to develop production and business; the growth of the nationwide Farmer Fund is more than 10%/year; 2,100 union at the commune levels preside the development of at least 01 cooperative group or 01 cooperative; 2,100 local unions well mobilize members and farmer to carry out the task of environmental protection and develop at least 2,100 models of environmental protection and climate change adaptation, etc.
