Cooperation results in the period of 2015-2019
In his opening speech, Member of Central Party Committee, Chairman of VNFU Thao Xuan Sung stated that the IFAD country programmes in Vietnam have been developed in line with the Government's socio- economic development plan. In 2012, Vietnamese Government and IFAD signed Country Strategic Opportunities Programme (COSOP) 2012-2017, extended to 2020.
Accordingly, the cooperation between VNFU and IFAD has been closely implemented over the last years. The two sides signed the Cooperation Agreement for the period 2016-2020, based on which, many activities at the central level were deployed such as: organnizing workshop on commenting for finalizing Government Decree on the organization and operation of cooperative group, workshop on Solution for farmers when Vietnam join Trans-Pacific Partnership (TPP) Agreement, workshop on farmer-to farmer training models- lessons from practices...
In the locality, the provincial FUs under the programme signed MOU, Coordination Progamme, etc with the provincial IFAD Coordination Board. Based on that, local FUs are in charge of implementing some contents of the programme such as: Building and developing cooperatives, value chains, farmer-to-farmer training models, vocational training for rural workers, seeking output markets for cooperative groups, cooperatives, organizing exchange visits for farmers to learn experiences from successful models in and outside the province.
Presenting about the cooperatioon results between VNFU and IFAD in 2015-2019, Mr. Mai Bac My, Vice-Director in charge of VNFU International Cooperation Department informed that in the period, FUs in 11 provinces coordinated with IFAD to held Training of Trainers (ToT) on business planning, developing cooperatives.... for FU officials, farmer members, vocational trainings, training courses on market access, developing value chain, facilitated to establish thousands of Common Interest Groups (CIGs, cooperatives, cooperative groups, hundreds of highly-effective production and business models. Furthermore, some FUs developed successful pilot models for replication such as: Demostraion model of medicinal plans based on value chain in Ha Tinh province, farmer-to-farmer training models in Bac Kan province, models of livelihood adapting to climate change including raising eel, breeding cows, saving water, raising pythons in Tra Vinh province...

An overview of the sharing workshop on the cooperation between VNFU and IFAD 2015-2019
Mr. Luu Van Quang - Chairman of Bac Kan FU shared experiences of farmer-to-farmer training models the province has been applying. Particularly, the provincial FU selected ounstanding and experienced farmers, in cultivation and animal husbandry with good practical skills to guide groups of households in the form of on-job training in the field.
After 03 years, there are a lot of success of the model: 66 farmer trainers signed 189 contracts, with 404 courses for 7610 participants. After being trained in pedagogical skills, 12 farmer trainers received pedagogical certificates and 2 farmer trainers signed communication contracts with REDD + project.
Mr. Bui Nhan Sam - Chairman of Ha Tinh FU said that in the period of 2014 - 2017, the provincial FU focused on vocational trainings and capacity building for officials and farmer members, supporting the development of CIGs..., which obtained remarkable results.
At the workshop, participants actively proposed cooperation direction for the future and some recommends to be a basis for developing a plan for implementating the remain period of Medium Term Cooperation Programme between the International Fund for Agricultural Development (IFAD) and farmers’ organizations in Asia-Pacific (MTCP 2) and the next phase of the Programme (named Asia – Pacific Farmer Program).
In his closing speech, Member of Central Party Committee, Chairman of VNFU Thao Xuan Sung highly appreciated the proposals and recommendations of the partcipants. He request VNFU International Cooperation Department in collabaration with other Departments and Units of VNFU to sum up all of the proposals, then develop specific and practical solutions in order to promote great experiences, successful model for more effective cooperation of VNFU and IFAD in the coming time.
The International Fund for Agricultural Development (IFAD) officially started to support Vietnam through concessional loans in 1994. After 25 years of implementation, IFAD has funded projects for rural development, sustainable poverty reduction and climate change adaptation in 11 provinces in Vietnam who are still difficulties and and affected by natural disasters and floods, including Ha Giang, Cao Bang, Bac Kan, Tuyen Quang, Quang Binh, Ha Tinh, Dak Nong, Gia Lai, Ninh Thuan, Ben Tre and Tra Vinh.
