Building the model of farm and forest development towards biodiversity and sustainable development for farmers

(VNFU Portal)- On 8 May, in Hanoi, Mr. Thao Xuan Sung – Chairman of Vietnam Farmers’ Union met and worked with Ms. Sophie Grouwels - Forestry Officer of Forest and Farm Facility (FFF), Food and Agriculture Organization of the United Nations (FAO) and Mr. Duncan Macqueen - Principal researcher and leader of The International Institute for Environment and Development (IIED)about the implementation of the FFF phase 2.

In his speech, Chairman Thao Xuan Sung highly appreciated the results of FFF phase 1 on account of not only financial resources,but more importantlythe method of implementation and knowledge about green growth and biodiversity maintenance for sustainable development.
Ms. Sophie Grouwels expressed the gratitude toChairman Thao Xuan Sung for the warm greeting andto all level of VNFU for supporting FFF mission team. After 3 years of implementation from 2015 to 2018, the FFF Phase 1 has achieved very positive results which were widely shared all over the world. The program has supported the establishment of many collaborative groups which has developed into cooperatives and linked value chains. In addition, FSC Forest Management Certification has been granted in many places. Local government authorities in the project areas have seen the positive changes in farmers and highly appreciated the program’s results.
According to Ms. Sophie’s information, FFF phase 2 (2019-2022) funded by many international organizations is implemented in nine core partner countries to strengthen forest protection and improveresidents’ livelihoods. Phase 2 has four main objectives, including: More inclusive governance and cross-sectorial processes leading to enabling policies; Increased entrepreneurship, access to markets and finance through anequitable value chain and business development services within FFPOs; Improved delivery of landscape-scale mitigation, adaptation andresilience for climate change through improved environmental technicalknowledge, direct engagement of FFPOs and integration with inclusive livelihood approaches; Improved and equitable access to social and cultural services. In the 2nd phase, the program will be implemented in the form of directly supporting farmer groups, having“farmers teach farmers”, organizing roundtable discussions among leaders of cooperatives, private enterprises and experts, etc. Phase 2 will focus on promoting the participation and roles of women, youth and ethnic minorities.
Mr. Duncan Macqueen expressed his pleasure to be welcomed by Chairman Thao Xuan Sung. He presented about the results of the mission trip of FFF and IIED in Yen Bai, Bac Kan and Hoa Binh and emphasized that forests and farms should be closely linked and the increase in income of forester will promote forest restoration, etc. Affirming forestry and agriculture are two inseparable issues of the development, Mr. Duncan introduced the model implemented by FFF with the emphasis on the role of smallholder farmers. In the context of climate change, it is necessary to help farmers grow various types of trees, access to financial resources and connect farmers with purchasers. Especially, the Center for Supporting Farmers under VNFU plays an important role in the connection among the Government, technical experts, financial institutions, etc.
Chairman Thao Xuan Sung expressed his agreement with four objective and operation of FFF phase 2. The Chairman affirmed that Vietnamesegovernment has promulgatedthe strategy of shifting from "brown" to "green" growth, which requiresthe good agro-forestry. This is also the No. 1 objective that the 7th National Congress of VNFU strives towards.

The Chairman shared with Ms. Sophie and Mr. Duncan that by the end of the first quarter of 2019, the export value of forest products surpassed that of seafood products. The Chairman also stated that the cycle of “forest, water and food” identified by the international organizations is completely accurate. Currently, Vietnam has not gathered and integrated resources to apply this model.
After themeeting, the Chairman assigned the departments and units to coordinate with the FFF and balance all resources including international resources to build forest and farm model in at least one commune (if FFF resource is 1 billion VND, other resources will be 3 billion VND) so that in the next 3 years theforest and farmmodel will be successfully developed towards bio-diversity and sustainable development. 
In addition to the integration of targeted programs and resources, the Chairman proposed Ms. Sophie and Mr. Duncan to help the Union build this model. Also, the Unionhopes to co-operate with international organizations to further communicateabout the strategy of green and sustainable growth and biodiversity.
