Thao Xuan Sung - a member of the Party Central Committee, Secretary and Chairman of the Central Executive Committee of Vietnam Farmers’ Union made the opening speech
Participants in the Conference include Mr. Luong Quoc Doan - Standing Vice Chairman, Mr. Pham Tien Nam, Mr. Dinh Khac Dinh, Mr. Nguyen Xuan Dinh - Vice Chairmen, Ms. Bui Thi Thom – Vice Chairwoman, members of Standing Committee, members of Executive Committee, chairpersons of provincial unions, leaders of departments under central union.
In the opening speech, Chairman Thao Xuan Sung requested participants to concentrate on studying and discussing about the draft of the reports on the Union’s activities and farmers’ movements in the first 6 months of 2019; the report on 5-year implementation of the resolution No. 19-NQ/HNDTW dated 10 July 2014 of the 4th conference of the 6th Central Executive Committee of Vietnam Farmers’ Union about strengthening and reforming the communication and propagation with farmers in the new situation; the proposal on VNFU’s regulations on inspection, supervision and discipline; the proposal on the guidance on implementing VNFU’s Charter for the 2018 – 2023 period; the proposal on the resolution of the Central Executive Committee on developing, managing and improving members’ quality; the proposal on the resolution of the Central Executive Committee on promoting the establishment of occupational farmers’ groups; the proposal on the resolution of the Central Executive Committee on improving VNFU staff’s quality to meet the requirements and tasks in the new period.
Chairman Thao Xuan Sung also noted that all levels of the Union needed to raise their sense of responsibility towards members and farmers, including strengthening and enhancing the inspection, supervision and grasping the situation of agriculture, rural areas and expectations of members and farmers, etc.; proactively proposing, reporting to and consulting with Party committees at all levels and coordinating with local government in finding solutions to difficulties and problems of members and farmers.
“Recently, farmers suffered heavy losses due to Africa swine fever. In Dong Nai, the waste water discharge caused tons of aquatic products died, etc. These problems should be resolved soon because it directly affects income of members, farmers as well as local economy. Therefore, it is necessary for all levels of the Union to closely coordinate with all sectors and agencies to support and help members and farmers to overcome difficulties, develop production, raise income and ensure social security, etc.” – Chairman Thao Xuan Sung emphasized.
The 3rd conference of the 7th Central Executive Committee of Vietnam Farmers’ Union (2018 – 2023)
At the Conference, Mr. Luong Quoc Doan - Standing Vice Chairman of VNFU presented the report on the results of the Union's activities and farmers' movement in the first 6 months of 2019 and the Union’s direction and tasks in the last 6 months of 2019. Accordingly, by the end of June 2019, 100% of provincial unions has had the plan, organized the study and developed action programs to implement the resolution of the VNFU’s National Congress in association with the implementation of resolutions of congresses at all levels.
The Standing Committee of the Union has completed the structure of the Inspection Committee at all levels and full-time personnel in charge of inspection to meet new requirements and tasks of the Union; issued the inspection and supervision agenda in 2019; planned the implementation of social monitoring and criticism and contributed to the building of the Party and government in 2019. The standing committees of the unions at all levels has established delegations to hold 28,536 inspection courses, which timely detected errors and irregularities and timely handled, contributing to the improvement of operational efficiency of unions at all levels.
In addition, the emulation movements launched by the Union continue to develop in both breadth and depth, creating pervasiveness with the focus on the farmers’ emulation movement of good business and production, mutual support for sustainable poverty reduction and economic development. Through the movements, there have been many examples of outstanding farmers and value chain linkage models across the country which brings in high economic efficiency and wide social spread, thereby increasingly affirming the role and position of the Union at the grassroots level.
The development of the Farmer Supporting Fund has achieved positive results. By 18 June, all levels of the Union have mobilized VND 188.198 billion, increasing the total fund of the whole Union to VND 3,254.018 billion.
The Union at all levels has actively promoted the propagation, guidance and organization for farmers’ effective participation in “one commune one product” program; coordinated with enterprises, scientists and banks to guide and support farmers in building models of sustainable agricultural development, applying high technology and linking agricultural production and business with tourism with many typical models. Up to now, all levels of the Union have coordinated to organize over 60 training classes for officials and members of cooperatives and collaborative groups; to advice and guide for the new establishment of 2,860 cooperatives and collaborative groups with effective operation.
As a result, the role of farmers in new rural development as well as the role of the Union at all levels in taking care of and improving the material and spiritual life, protecting the legitimate rights and interests of members and farmers continue to be improved. All levels of the Union have well implemented the support, consultancy services and vocational training for farmers and enhanced the coordination with enterprises supplying agricultural materials to farmers in the form of deferred payment without interest, which contributed to improving the lives of members and farmers and promoting agricultural development and new rural development. The Standing Committee of the Central Union has established the Information Center on agricultural production and consumption to contribute to boosting the intellectualization of farmers.
Regarding the implementation of the Resolution No. 19/NQ/HNDTW dated 10 July 2014 of the 4th conference of the 6th Central Executive Committee of Vietnam Farmers’ Union, all levels of the Union have well implemented the communication about the resolution, raising awareness of the staff at all levels about the position, role and importance of strengthening and innovating the propagation and mobilization of farmers in the new situation.
In the afternoon of 22 July, participants continued to discussing and giving comments to complete the draft of 3 resolutions, including the resolution of the Central Executive Committee on developing, managing and improving members’ quality; the resolution of the Central Executive Committee on promoting the establishment of occupational farmers’ groups; the resolution of the Central Executive Committee on improving VNFU staff’s quality to meet the requirements and tasks in the new period.
According to the agenda, 3rd conference of the 7th Central Executive Committee of Vietnam Farmers’ Union will take place till 23 July.
