Vietnam Farmers’ Union (VNFU): Workshop to share experiences in public foreign relations
Mr. Thao Xuan Sung - Member of the Party Central Committee - Chairman of the Central Committee of VNFU affirmed that in the process of international integration, maintaining a peaceful and stable environment for national development is an important task of public foreign relations
The seminar aimed at exchanging and sharing experiences in public foreign relations between socio-political organizations and people's organizations, helping officials and leaders in the public foreign relations, strengthening the capacity to help the Union to perform well the task of expanding the cooperation and international integration; sharing and providing information on the current context of international integration with difficulties, challenges and opportunities; at the same time, acknowledging practical lessons in the public foreign relations; making recommendations to the Party and the State on solutions to improve the efficiency of the current public foreign relations.
At the opening of the Conference, the Chairman of the VNFU, Mr. Thao Xuan Sung affirmed: In the implementation of Ho Chi Minh’s thought, our Party and the State attach great importance to the role of public foreign relations. On the basis of Directive No. 04 of the Secretariat, session XI "On continuing to renovate and improve the efficiency of public foreign relations in the new context", on January 16, 2017, the Central Commission of Foreign Relations has issued document No. 02 on thoroughly guiding and implementing the direction of the Secretariat on the 5-year preliminary review and the continued implementation of Directive 04 of the Secretariat. Accordingly, the public foreign relations, a part of the overall foreign relations of the Party and State, have an increasingly important role to the development and security of the country - nation. Innovating, promoting and improving the efficiency of public foreign relations is the task of both the political system and the entire nation, of which the core is the Vietnam Fatherland Front and socio-political organizations.
“In the process of the proactive international integration, maintaining a peaceful and stable environment for the development of the country is an important task of the diplomacy with three pillars: the Party's foreign relations and the State's foreign relations and the public foreign relations. In particular, the public foreign relations are the affairs with the most numerous and diversified participants and a rich and diverse content, a specific, non-restrictive and informal modes of operation” - Chairman Thao Xuan Sung has emphasized.
Sharing on the experience of the VNFU in public foreign relations, Mr. Mai Bac My, Member of the Standing Committee, Deputy Head in charge of the International Cooperation Department, Central Committee of the VNFU has said: To date, the Union has had friendly and cooperative relations with 67 foreign partners, an increase of 40 partners compared to before 2013. Most of the new partners are donors, technical assistance agencies, and businesses that have a contract program with the Union such as The Food and Agriculture Organization of the United Nations (FAO), The International Fund for Agricultural Development (IFAD), Google Group, East Asia Institute of Japan (TOA), Korean technology companies, etc.
In the past years, the Central Standing Committee of the Union has hosted 388 foreign delegations for visiting and working. At the same time, the organization of the delegation was carried out seriously and closely with 169 delegations and 1,043 visits of officials, members and farmers who went to study abroad. Besides, the Union also coordinated to organize over 5,000 members to work abroad for a definite period. Currently, the Union is an observer of the La Via Campesina (LVC), the World Farmers' Organization (WFO) and is an official member of the Asian Farmers' Association for Sustainable Rural Development (AFA).
The Union has signed and organized the implementation of 15 international agreements with German, Dutch, Danish, American, Japanese, and Korean partners to exploit financial, technical and technology resources. building models of sustainable agricultural production and business, improving the qualifications of officials, members and farmers.
At the Conference, delegates from Vietnam General Confederation of Labor; The Ho Chi Minh Communist Youth Union’s Central Committee also shared its experiences, difficulties and challenges in public foreign relations.

Discussing the issues that need attention in the current public foreign relations, Mr. Pham Van Chuong, former Deputy Head of the Standing Committee of the Central Commission for Foreign Relations, Vice Chairman of the Vietnam Peace Committee said that the public foreign relations need to stick to the Party and State's guidelines and policies. Party diplomats and State diplomats may not know about the public foreign relations, but people who work on the public foreign relations surely know what the Party's public foreign relations and State’s foreign relations are.
Closing the Conference, Mr. Thao Xuan Sung - Chairman of the Executive Central Committee of the VNFU affirmed: To further improve the effectiveness of public foreign relations activities and the coordination of related organizations, the Central Standing Committee of The VNFU will submit to the Secretariat and the Government recommendations to the Party and the State to continue strengthening the training and the capacity building for public foreign relations staff, creating opportunities for exchanges, learning, sharing information and experiences between organizations; establishing and improving unified mechanisms to enhance the coordination among relevant ministries, departments, agencies, bodies and local governments with public organizations in the implementation of public foreign relations’ activities; adopting policies on training and improving foreign language skills for foreign relations’ officials and border officials regarding the practice of Laos, Cambodian, and Chinese, thereby building and strengthening the friendly relations between our people and other countries, mobilizing human resources for the socio-economic development, creating conditions for the innovation, construction and defense of the country
