Expecting up to 2020, the Farmers’ Union at all levels to support its members in setting up 130,000 cooperative teams

Accordingly, in most of the provinces and cities, the Farmers’ Union has signed a cooperation program with the Union of Cooperatives to consent the coordination between the two organizations in propaganda to raise awareness about the collective economy in agriculture and promote the strength of the Vietnamese farmers in the renovation, development and improvement of collective economic efficiency; contribute in supporting the household to carry out business effectively; Coordinate in building cooperative models suitable to the socio-economic situation of the locality; Coordinate in fostering the officials at all levels and train human resources for cooperatives.
Lots of provinces and cities have developed projects submitted to the Party Committees, which have been supported by the People’s Committees of the provinces, cities and related branches and funded for the Farmers’ Union to implement the project on construction and development of collective economy. Therefore, developing an action plan to implement the project and develop detailed plans for each stage. Making survey to firmly grasped the collective economic situation in each region and the wishes and demands of each farmer member. On such basis, instructing the Union at all levels to strongly mobilize farmers to build appropriate agricultural cooperatives in the branches and groups of the Union by area or occupation.
In the 2015 - 2018 period, all levels of the Farmers’ Union have been active and coordinated to organize 240,594 propaganda for more than 12 million members and farmers about the knowledge and Party’s guidelines, the State’s policies and legislation on cooperatives, on the content of Decision No. 2261 / QD-TTg and tours to learn typical advanced cooperative models which are doing business effectively.
The Central Committee of the Unionhas used resources from international cooperation programs to organize 80 training courses for 4,000 grassroots cadres providing guidance on building cooperatives.
In addition, the Farmers’ Union at all levels have actively exploited the capital to support the training and fostering for the farmer members and members who are members of cooperatives and cooperative groups.
In 5 years, the Farmers’ Union at all levels have coordinated to organize 14,691 training courses on economic knowledge for 847,600 cooperative members and cooperative groups who arecadres and farmer members on cooperative. Typically, the Farmers’ Union of provinces such as: Hai Duong, Bac Ninh, Bac Giang, Hoa Binh, Yen Bai, Thai Binh, Ha Nam, Nam Dinh, Nghe An, Ha Tinh, Lam Dong, Phu Yen, Dac Lac, An Giang , Tien Giang, Tra Vinh and Ho Chi Minh City .
At the Central Committee of the Farmers’ Union, with the support of the Ministry of Planning and Investment, in 2015, the Central Association directed and coordinated with all levels of the Farmers’ Unionto prepare learning materials and organized 34 training courses for 1,700 students who are members of the Board of Management, Board of Directors, Board of Supervisors, the accountant and the cooperative members in charge of professionalwork, concluded with VTV2 Television to carry out the program “Farmers and Cooperatives.”
In the 2015-2018period, the Union at all levels provided training courses and vocational training for 362,000 employees who are members of cooperatives, cooperative groups and rural workers, in which, 112,000 workers was provided vocational training; coordinated with other organizations to provide vocational training for 250,000 employees.
Out of 362,000 rural workers who are trained and vocationally trained, nearly 80% are members of cooperative groups and cooperatives and after the vocational program, together with the assistance and guidance of the Farmers’ Union,27,746 workers established thousands of cooperative groups, production cooperating groups an teams and hundreds of cooperatives.
The Central Committee of the Union continues to guide the Union in provinces and cities to actively coordinate with branches and enterprises to organize 300,325 training courses on the transfer of science and technology, application of high-tech science and technology to production for more than 15 million members, farmers and cooperative members; build over 60,000 VietGap models show; successfully transfer 2,700 models of scientific and technological application into agricultural production, preservation and processing in 63 provinces and cities.
Through the Creative Farmers contest launched by the Union’s Central Committee, hundreds of technical self-invented and self-researched solutions of farmers have been applied effectively in production and daily life. The Union in provinces and cities actively worked with Department of Science and Technology of the province to search for sources to transfer scientific and technological advances to members of the cooperatives.
As a result, over the past 5 years, the Farmers’ Union at all levels has collected more than VND 5,000 billion from coordinative programs to support the consolidation and development of cooperatives.
Up to December 31, 2018, the total capital of the Farmers’Support Fund (FSF) of the Union at all levels was over VND 3,065 billion, which are outstanding loans through nearly 9,000 loan projects (for groups of households, cooperative groups, cooperatives, etc.) with more than 300,000 household lenders. The average income of members of cooperative group and cooperatives making loan from the Farmers’ Support Fund increased over 20% compared to non-support of capital from the Union.
The Union has cooperated with banks such as Social Policy Bank, Vietnam Bank for Agriculture and Rural Development, Lien Viet Bank, commercial banks and other credit institutions, to carry out trust and mortgage tolend nearly 3 million households of cooperative members and cooperative groups about VND 120,000 billion viaapproximately 90,000 loan groups.
In addition, Union at all levels have cooperated with enterprises, domestic and abroad economic organizations, especially the Forest and Farm Development Program, to collected over VND 11,000 billion through the construction of economic development model, providing cadres and farmer members who are cooperativemembers with capital to develop production and do business.
In order to raiseawareness of farmer members, all levels of the Union mobilized and combined support in training, fostering, capital, consultation on method, guidance on registration procedures for members to build and develop collective economic models suitable with the nature of each region and area.
Up to December, 2018, has achieved following results: Regarding cooperative sector: All levels of the Union carried out propaganda, mobilization and directly guided members to set up 1,350 cooperatives mainly operating in following fields:
Agriculture, forestry and fishery fields: There are 817 cooperatives, accounting for about 60% of the total. Total number of cooperative members is 107,800, on average 126 members / cooperative; the average operating capital is VND 656,000 million / year.
Small and handicraft industry: There are 265 cooperatives, accounting for about 20% of the total, mainly operating in a number of business lines such as: manufacturing, exploiting construction materials, processing aquatic products and seafood, manufacturing wooden fine-art products, household carpentryproducts, etc.
Commercial, service and other sectors: There are 268 cooperatives, accounting for about 20% of the total, of which mainly operate inservices for the production, processing and consumption of products. Averagely, there have about 20-25 members / cooperatives.
Regarding cooperative groups: By the end of 2018, the Farmers’ Association at all levels took the initiative and coordinated to set up about 101,000 cooperative groups, expected to establish 130,000 cooperative groups up to 2020, mainly operating in the field of agriculture, credit and services.
Cooperatives and cooperative groups established by the Union generally operate effectively, members closely coordinate in production, help each other from their knowledge, experience and capital; A lot of cooperatives have built up value chains in production. Through cooperatives, cooperative groups, it has promoted production development, increased output, product quality, increased value, income, improved farmers’ lives, contributed to restructuring agricultural sector and new rural construction.
