Monitoring the support of vulnerable people facing difficulties due to Covid-19 pandemic: In-depth and timely review

On June 8, 2020, the Inspection and Supervision Delegation on the policy implementation to support the vulnerable people facing difficulties due to the Covid-19 pandemic, head by Mr. Nguyen Xuan Dinh, Vice - Chairman of Vietnam Farmers’ Union (VNFU) worked in Bac Ninh province.

Supporting the poor to stabilize their lives
The delegation visited and made a study in the households of Mrs. Nguyen Thi Vy (72 years old) at Dong Xuat village, Dong Tho commune, Yen Phong district. Mr. Nguyen Van Thanh - Party Secretary of Dong Xuat village affirmed that Mrs. Vy's husband passed away more than 30 years ago, so she alone raised 03 daughters. Being over the hill, she could have enjoyed a peaceful life, however, her life is really difficult. Everyday, she sells vegetables at the market and buys scrap metal. During the time of Covid-19 epidemic, her life was significantly affected as she had no income. Recently, the village has proposed to put her in the group of workers who do not have a contract and lose jobs so that she can receive support for the impact of the pandemic.

On behalf of the delegation, Vice Chairman Nguyen Xuan Dinh asked, shared and encouraged Mrs. Vy to stabilize her life and production soon. "In the process of monitoring and supervising, VNFU identified that farmers were seriously affected by the COVID-19 pandemic. Recently, VNFU has developed a written advisory document proposed to the Prime Minister and it was agreed to add the farmers into the group receiving assistance payment. It is expected that in the coming time when specific regulations are issued, there will be a basis to support people stabilize their lives and production” affirmed Mr. Dinh.
Mr. Nguyen Van Dung's family is also a poor household in Dong Xuat village. His wife and him are both old with not so good health. As a breadwinner, Mr. Dung himself is disabled, so the whole family’s spends are mainly based social assistance of the government. During the last outbreak, Mr. Dung's family was supported with 03 million VND, rice and basic necessities. Expressing his emotions with the State's prompt concern and support, Mr. Dung confided: "With timely support and encouragement, my family has gradually stabilized the life, moreover, my youngest son is working in a company and I have got jobs to repair sewing machines and pots for the people in the village to have more income".

Reporting on the results of monitoring the implementation of policies to support the people in difficulties due to the Covid-19 pandemic, Mr. Nguyen Duy Luat - Chairman of the Committee of the Fatherland Front in Dong Tho commune affirmed that to present, the commune has completed the payment of support for 04 target groups including the people with meritorious services to the revolution, poor households, near-poor households and social protection beneficiaries.

In particular, Dong Tho commune has provided support to 132 people of four groups with a total amount of VND 637.5 million. In which, 57 beneficiaries of the supported people received VND 85.5 million; 31 poor households (85 people) were supported with VND 63,750 million, 40 near-poor households (129 people) were supported with VND 96,750 million. The objects of social protection are 132 people with VND 348 million supported.

Other subjects are awaiting approval by the competent authorities. The list of beneficiaries and the amount of support is publicly posted at cultural houses, community activities in villages and residential areas for the people for direct supervision, so there is no complaints.

Mr. Nguyen Huu Quan - Chairman of Yen Phong District Fatherland Front Committee affirmed that since April 30, 2020, the localities in the district started to organize payment on supporting the target groups of 9,791 people in total with more than VND 11.3 billion. By May 1, 2020, the activity has been basically completed, the payment is favorable and the people are excited. So far the district has not received any comments reflecting confusion or questions.

Completing payment to support 04 target groups
At the meeting with the Delegation, supporting people in difficulties due to the Covid-19 pandemic, the delegates enthusiastically exchanged, discussed and shared about the advantages and disadvantages in the implementation process locally.

Mrs. Dao Hong Lan - Permanent Deputy Secretary of Bac Ninh Provincial Party Committee stated that the policy of supporting people in difficulties due to the Covid-19 pandemic demonstrates the humanistic spirit of the Party and the State to help the people overcome the impact of the epidemic. Bac Ninh Province determines that this is an urgent task needing urgent and timely implementation to support the lives of the people. During the review of support payments, Bac Ninh province is very methodical, fair, objective and transparent, ensuring payments to the right people.

On behalf of the Delegation, Mr. Nguyen Xuan Dinh received and responded to the comments, recommendations of the delegates at the meeting. He said that after the meeting, additional comments, suggestions and opinions will be added to the report submitted to ministries and agencies, the government to finalize the policy.

Vice - Chairman Nguyen Xuan Dinh also highly appreciated the efforts of Bac Ninh officials in the prevention and control of the pandemic, mobilization of people to support the prevention of epidemic as well as the review and payment to support the vulnerable people who are affected by COVID-19.

In order to promote the achieved results, VNFU Vice - Chairman requested the Fatherland Front at all levels and socio-political organizations in Bac Ninh province to continue performing 04 key tasks; in which, propagandizing and coordinating with the Party committees and administrations at all levels to participate in the implementation of the policy and supervising the implementation of support for the people in difficulties due to the pandemic are necessary.
