The rate of labor in agricultural, rural sector of the province is still decisive (405.656 person/ total 707.310 person in working age), thence to implement the economic development way towards industry, service in according to the provincial general strategy so need improving the capacity for the rural labors and increasing the rate of trained labors. The project 1965 on vocational training for the rural labors is upholding optimally this target.
Model on planting mushroom has a stable income in Gia Binh.
After 3 years, thanks to many training methods and training is stuck with demand of job settlement, until now, there are over 31.545 trained rural labors, 70.5% trained labors having stable jobs. The rate of trained labors is occupies over 50%. Vocational training for the rural labors is implemented according to 2 main targets: Firstly, on-the-job vocational training, apply the vocational training models to develop agriculture, rural economy. Secondly, vocational training to supply the skilled human resource for the industrial zones, groups in the province.
In the training process, the locals defined and chose the suitable vocation in accordance with realistic condition, with the vocational training method concentrated in the hamlet, commune. Now some training models bring the satisfactory results for farmers, for example, model on planting mushroom, raising chicken, with the income is from 1.5 to 2 millions Vietnam dong/person/month. These models are multiplied in many locals of the province.
It is very important that in the training process, not only helping the rural labor master technique and apply knowledge on production, but also taking full advantage of available materials of the local, for example, straw for planting mushroom, corn, potato assisting in raising chicken… both saving the production cost, and increasing income for farmers.
The vocational training classes are continuously opened in all districts, towns, cities of the province. Besides the model on applying on-the-job production, many industries, learned vocations meet the speed of industrialization - modernization development such as mechanical repair, rural electricity, industrial sewing, construction, electronics, ...
In order to vocational training is stuck with job settlement after training, the vocational training classes are implemented self-contained from the phase of choosing vocation, choosing suitable trainees, at the same time collaborates with enterprises in the province to create job for the labor after training.
The project 1956 on vocational training for the rural labors in Bac Ninh province is implemented in stable process, vocational training effectively, practically. However, in the implementing process, that doesn’t have the regular collaboration of the Steering Committee at all levels. No staff is responsible for monitoring, supervising in the districts, towns, cities. The vocational training teacher team is short of quantity and not high quality, mainly assistant professor… for this reason the training quality doesn’t still uphold the achieved possible effectiveness.
To actually increasing the capacity for the rural labors, the industries, locals need to promote the work on information, propaganda to improve the awareness, role and responsibility of the industries to the vocational training work for the rural labors. Investing the material facilities, vocational learning equipments and improving the quality of teacher team. Sticking the vocational training establishments with the Job Promotion Center, enterprises, both creating the trust address and training according to the recruitment demand of enterprises.
