Vietnam Farmers’ Union (VNFU) participates in the production reorganization in the rural areas
With its position and nature as a socio-political organization under the direct leadership of the Party, representing, caring for and protecting the legitimate rights and interests of farmers, VNFU is responsible for participating in the process of restructuring the agricultural sector and reorganizing production in the rural areas according to the guidelines of the Party and the Government. On the basis of theoretical and practical research, this article proposes a number of contents, tasks and solutions for VNFU to participate in the process of reorganizing production in the rural areas in the coming years.
Firstly, building and developing a collective and cooperative economy: (1) Propagandize, mobilize and raise the awareness of farmers and members about the nature and role of the market economy, especially new-type cooperatives in the socialist-oriented market economy and international integration. (2) Strengthen training and foster knowledge and skills for VNFU officials and human resources for the development of the market economy to perform well in consulting and guiding the establishment of cooperatives and cooperative groups. (3) Organize activities to support, consult, build and replicate the models of information economy in agriculture, especially the "3 in 1" model (Farmers’ professional branch - New type cooperative - Enterprise).
Secondly, affiliate organizations in production and business: (1) Objects of association: Links between 4 parties (government - farmers - scientists - entrepreneurs); link between farmers and farmers through two forms (Farmers’ professional branches, groups and higher development forms, cooperative groups and cooperatives). (2) Linking content to support farmers (including: Plans, schemes, production and business plans; finance, capital, credit, production and business experience; support inputs; vocational education, vocational training; transferring and applying science and technology to production, harvesting, processing, labeling and product packaging; registration of planting area codes, traceability, geographical indications; find markets, consume agricultural products... (3) Provide information on production, market, prices of agricultural products...
Thirdly, focus on building and developing farmers’ professional branches and groups according to the principle of "5 self ", "5 together": (1) Renovate the organizational model, the method of gathering farmers and members (2) Foster and support excellent individuals, typical factors in the innovation of productive thinking, self-reliance, creative dynamism, enterprising, capable of leading a large number of farmers and members to jointly develop the economy and legitimately get rich. (3) Quickly create prerequisites for the establishment of cooperative groups and cooperatives.
Fourthly, support farmers to start a business. The policy of promoting entrepreneurship was initiated by the Government, launched after the 12th Party Congress with the goal and slogan of "Building an integrity and constructive government". In the connotation "construction" includes the meaning of "starting a business", " institution", "construction", "creation", "innovation". In the world, many countries have studied the successful experience of Israel - a country considered a "Start-up Nation" with many "start-up incubators". After the Prime Minister approved the Project "Supporting the national innovation startup ecosystem until 2025", the startup movement has developed and spread among many sectors and objects. VNFU Central Committee issued Project No. 03-DA/HNDTW on enhancing VNFU role in supporting farmers to start a business in the period 2020-2025. In particular, the following groups of solutions are focused:
(1) Propaganda on the policy of encouraging and promoting entrepreneurship and creativity. Defining start-ups (on a small scale, to invest in production in all industries and fields in agriculture and rural areas; on a large scale, to establish businesses and cooperatives) is the driving force of development. With the aspiration to build a strong and prosperous nation, promoting the core values of Vietnamese spirit, Vietnamese culture, Vietnamese strength, refer to the meaning of the message from the American Dream, Korean Aspiration, German Will, Warrior spirit and Jewish global mindset ..., it is needed to promote the entrepreneurial determination of more than 10 million farmers and members nationwide.
(2) Organize activities to help farmers start-up and provide them with training skills in project formulation, production and business development and project management; support capital, credit, finance, vocational training; inputs for production; marketing, trade promotion, finding stable output markets for agricultural products...
Fifthly, propagate and guide production to meet export requirements.
Vietnam is the 15th largest exporter of agricultural products in the world (in 2019 and 2020 all reached over 41 billion USD). However, it is also a major importer of agricultural products (over $26 billion in 2020). For many years, with a total output of 70-80% market share, China has been the largest export market of Vietnam's agricultural products (the second is the US with about 5%). The export of agricultural products at present must comply with stricter conditions and requirements than before, in which, there are two important requirements uncluding having the code of the growing area and the code of the packing facility.
Therefore, it is necessary to focus on propagating and guiding farmers to produce to meet export requirements to each market, especially large markets; organize farmers to cooperate in production to expand scale and improve output and quality of each commodity and product to increase competitiveness; guide farmers and members to produce according to technical processes, VietGAP and GlobalGAP standards, ensuring safe and quality production.
Sixthly, actively support farmers in digital transformation and participate in operations in the digital economy.
A target is set in the XIII Congress that by 2025 the digital economy will account for 20% and by 2030 will account for 30% of the economic structure. Vietnam is in the process of promoting digital transformation, building a digital government, a digital economy and a digital society. In that context, although the proportion of the agricultural economy accounts for only 15%, Vietnam still has a large labor force, about 20 million people (accounting for more than 32% of the social labor force); Vietnam's agriculture is still considered as the support pillar of the economy; The number of people living in the rural areas still accounts for over 60%. Therefore, it is necessary and urgent to orient and support farmers to digitally transform and participate in operations in the digital economy.
In the immediate future, VNFU at all levels need to: (1) Strengthen propaganda on the characteristics, preeminence and development trends of the digital economy. (2) Research and guide farmers and members to participate in the digital transformation process, form the habit of using smart phones and interacting skills on the Internet. (3) Propose policies on digital infrastructure, increase 4G and 5G coverage and reduce charges for telecommunications and Internet services. (4) Orient and lead farmers and members to use e-commerce services, marketing, advertising, marketing, consuming agricultural products online...
Seventhly, participate in rural economic development in the process of building new countryside linked with innovation growth model based on innovation in order to develop agriculture in the direction of large commodity production based on the application of high technology, organic agriculture and smart agriculture.
