The Chairman of Vietnam Farmers' Union paid a working visit to Japan
Boosting cooperation, improving the quality of Vietnam’s rural labour force are the main purposes of the trip to Japan of Mr. Lai Xuan Mon, Member of Central Party Committee, Member National Assembly (Parliament). Chairman of the Vietnam Farmers' Union (VNFU).
On April 3, 2017, in Japan, the VNFU delegation led by Mr. Lai Xuan Mon, Member of Central Party Committee, Member National Assembly (Parliament), VNFU Chairman had meetings with representatives from Japanese Ministry of Justice, Ministry of Health, Labour and Welfare, Ministry of Agriculture, Forestry and Fisheries, Japan International Cooperation Agency (JICA), TOA Institute, the Embassy of Vietnam in Japan, meeting with the Secretary General of the Liberal Democratic Party (LDP
) of Japan and other leaders, members of the Japanese Parliaments, and had a talk with Vietnamese trainees studying in Hokkaido, Japan.
Through working sessions and meetings, the Japanese side highly appreciated the development of Vietnam including agriculture, and affirmed that Vietnam had high potential for agriculture development and if advanced technology and science is applied into agricultural production, Vietnam can become one of the worlds’s leading countries in agriculture. Currently, Vietnam has abundant, strong and hard-working rural labour force, and also shares plenty common features in culture with Japan. On the contrary, in Japan, the labour force is aging with approximately 42% of farmers over 70 of age and declining, particularly the young one. At the same time, many Japanese enterprises are very interested and strongly investing in Vietnam’s agriculture. Therefore, Japan wishes to receive Vietnamese agricultural trainees in order for them to learn advanced productive and business experiences, and also understand the Japanese’s traditional culture so that they will be able to work in Japanese enterprises in Vietnam as they return to Vietnam.
On the other hand, Mr. Mon on behalf of farmer class and VNFU expressed the gratitude towards the Japan Government and People for their contributions and support to Vietnamese People in general and Vietnamese farmers in particular for the past years. Mr. Mon affirmed that, after 30 years of Doi Moi (Renovation), Vietnam has gained many significant achievements in social – economic development, agriculture has always been the pillar of the economy, and the life of Vietnamese farmers is considerably improved. However, due to the rapid globalization and trade liberalization, and the severe climate change, Vietnamese farmers are facing many challenges, for instance, fragmented production, the lack of capital, knowledge, technology, market information, etc. These challenges will have a major effect on the agricultural restructuring in Vietnam, therefore, knowledge and skill enhancement for farmers is becoming an urgent demand. As sharing many common features with Vietnam, possessing advanced agriculture which applying numerous advanced technologies, Japan is the right place for Vietnamese farmers to study.
Both sides affirmed that the quality of the labour force is the key factor to agriculture development. To create breakthrough in agriculture, both sides need to step up cooperation in education to improve the quality of the laboure force, hastening the application of advanced technologies to production. The Japanese side said to support the cooperation between VNFU and TOA in education and bringing Vietnamese trainees to Japan for studying. And in order to improve the effectiveness of the cooperation between the two sides, in the near future, JICA will be requested to send experts to Vietnam to teach Japanese and Japanese culture for Vietnamese trainees before going to Japan.
