From remote border communes such as Khanh Binh to the isolated river islet districts of Phu Tan and Cho Moi in An Giang Province, his voice has consistently combined sharp policy perspectives with vivid practical experience.

Parliamentary leadership grounded in reality

Assessing the performance of the An Giang Provincial National Assembly Deputies Delegation during the 15th National Assembly term, Ms. Tran Thi Thanh Huong, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of An Giang Province, and former Head of the Provincial National Assembly Deputies Delegation, stated that throughout the 2021 - 2026 term, the delegation served as a strong bridge connecting the concerns of Mekong Delta farmers with major national policy decisions.

During parliamentary discussions, the voice of the farmers’ leader made important contributions to key legislative projects such as the revised Land Law and the Law on Cooperatives. As he began voter engagement activities in preparation for the 16th National Assembly term (2026 - 2031), Chairman Luong Quoc Doan continued to earn public trust through his commitment to matching words with action.

His electoral constituency this time is Electoral Unit No. 2, a distinctive area that includes numerous river-islet communes located between the Tien and Hau rivers, as well as remote border communes such as Vinh Xuong, Khanh Binh and Nhon Hoi. These localities still face significant transportation challenges, while rice farmers continue to encounter many hardships.

Mr. Le Nguyen Chau, Secretary of the Party Committee of Phu Tan Commune, emphasized:

“Comrade Luong Quoc Doan is not only a national leader of farmers but also a representative who remains very close to and understanding of the people.”

Mr. Chau expressed his expectation that Mr. Luong Quoc Doan would continue to fulfill his commitments by dedicating concrete efforts to addressing transportation bottlenecks in river-islet areas through the promotion of projects such as Thuan Giang Bridge, Nang Gu Bridge and upgrades to key national highways.

Responding to voters’ trust, Mr. Luong Quoc Doan stated:

“Maintaining close ties with voters is not only a responsibility but also a command from the heart. I promise that regardless of my position, I will fulfill my duties to the best of my ability and continue strengthening grassroots engagement to fully understand the realities of agriculture and policy shortcomings.”

Immediately after hearing voters in the border commune of Khanh Binh report erosion threatening Border Marker No. 246 (1), he and fellow candidates visited the site to conduct a field survey, providing a basis for recommending central government investment in embankment projects to protect the lives and property of local residents.

Mr. Duong Tan Phat, 75 years old, from Vinh Hau commune, shared:

“His remarks on value-chain linkages and agricultural market access are highly practical. We trust that he will continue to be a strong bridge conveying the voice of An Giang to the National Assembly.”

Six “Prongs of attack” and the aspiration for professional farmers

In his action program for the 16th National Assembly term (2026 - 2031), Chairman of the VNFU Luong Quoc Doan outlined six key priorities aimed at removing bottlenecks in agriculture, farmers and rural development.

These include supporting scientific and technical advancement and expanding the application of high technology to improve productivity; promoting processing and preservation through investment in processing facilities to end the situation of selling raw products at low prices; advancing digital transformation and access to capital by training farmers in e-commerce and expanding preferential financing and tax incentives; stabilizing prices and combating counterfeit goods through stricter control of agricultural input prices and stronger action against fake fertilizers; planning specialized production zones linked with seed research and development; and investing in rural infrastructure, particularly irrigation systems and transportation networks to reduce logistics costs.

Addressing voters from 18 communes and wards in Electoral Unit No. 2 of An Giang Province, as well as farmers nationwide, he emphasized his commitment to placing farmers at the center of all parliamentary activities.

In particular, he expressed strong support for developing professional farmers individuals who are not only skilled producers but also capable of mastering technology and effectively managing e-commerce platforms.

As a son of the rice-growing province of Thai Binh who has devoted himself to serving the rice granary of An Giang, Mr. Luong Quoc Doan continues to write the story of a representative of the people and for the people, measuring every parliamentary action by its contribution to improving the well-being of farmers.
