VNFU Records Remarkable Achievements in Implementing Government Emulation Movements in 2025
On April 4 in Hanoi, the Emulation Cluster of socio-political organizations and associations held a conference to review emulation activities in 2025 and outline key tasks for 2026. The conference was chaired by Ms. Ha Thi Nga, Member of the Party Central Committee, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front, and Head of the Emulation Cluster; and Mr. Nguyen Anh Tuan, Member of the Party Central Committee, President of the Vietnam General Confederation of Labour, Deputy Head of the Cluster.

The conference was also attended by leaders of member organizations within the Cluster, including Mr. Nguyen Xuan Dinh, Vice Chairman of the Central Committee of the Vietnam Farmers’ Union (VNFU); Senior Lieutenant General Be Xuan Truong, President of the Vietnam Veterans Association; Ms. Nguyen Thi Minh Huong, Vice President of the Vietnam Women’s Union; Mr. Nguyen Tuong Lam, Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union and President of the Vietnam Youth Federation, along with representatives from associations.
Outstanding achievements in 2025: More than 334,000 solidarity houses built nationwide
According to the report presented at the conference, 2025 year marked a period during which the Party and State introduced numerous major policies, particularly those related to restructuring and streamlining the political system’s organizational apparatus.
In this context, organizations within the Emulation Cluster proactively adapted to the situation and implemented flexible and timely solutions to effectively fulfill their assigned responsibilities. Thanks to their initiative and sense of responsibility, emulation movements across the Cluster achieved many remarkable results, creating strong momentum for implementing the political tasks of each member organization.
Notably, socio-political organizations and associations actively responded to emulation movements launched by the Prime Minister and campaigns initiated by the Central Committee of the Vietnam Fatherland Front. These movements became increasingly diverse in both content and forms of implementation, closely aligned with practical realities.
In response to the nationwide campaign “Joining Hands to Eliminate Temporary and Dilapidated Housing in 2025” under the theme “Homes for Our People,” the Vietnam Fatherland Front system and its member organizations at all levels mobilized public contributions to build and repair “Great Solidarity Houses” for poor households and families facing housing difficulties. In 2025, a total of 334,234 houses were built or repaired, with a combined value of nearly VND 24.762 trillion.
Addressing the conference, Ms. Ha Thi Nga, Member of the Party Central Committee, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front, highly appreciated the achievements of the organizations within the Emulation Cluster. She emphasized that the strong sense of unity and responsibility among member organizations enabled the Cluster to successfully fulfill all six key tasks agreed upon for 2025.
Looking ahead to 2026, she noted that responsibilities would become even greater as the year marks the implementation of the resolutions of the 14th National Party Congress and the organization of congresses for many member organizations. She requested all organizations to closely follow the seven key tasks agreed upon and adapt them to the functions and characteristics of each organization.
“The guiding spirit for 2026 is discipline, responsibility, proactiveness, efficiency, and innovation. In particular, emulation movements must be closely linked with political tasks, contributing to the goal of achieving double-digit economic growth and ensuring sustainable social security,” Ms. Nga stressed.
She also emphasized that future emulation and reward activities must avoid formalism and instead focus on substantive, well-coordinated implementation with clear responsibilities and flexible management. The Cluster should prioritize identifying and replicating effective models at commune and provincial levels as well as initiatives that can generate wider social impact.
In its coordinating role, the Vietnam Fatherland Front pledged to maximize its responsibility in strengthening the great national unity bloc and creating momentum for the country’s development in the new era.
Vietnam Farmers’ Union leaves strong marks in Government’s emulation movements in 2025
In implementing emulation movements launched by the Prime Minister in 2025, the Central Committee of the VNFU carried out many practical and effective activities.
Responding to the campaign “Joining Hands to Eliminate Temporary and Dilapidated Housing,” including the Government’s 450-day peak campaign, VNFU at all levels mobilized officials, members, and social resources to build and repair 23,496 houses for poor farming households and families with revolutionary contributions, helping fulfill the national target under Resolution No. 42-NQ/TW.
The VNFU also actively encouraged FU members and farmers to participate in social protection policies in rural communities. During the 2025 Lunar New Year, the VNFU provided 4,750 gift packages worth over VND 3.2 billion, while FU at provincial level mobilized nearly 190,000 gift packages worth more than VND 73.5 billion for disadvantaged farmer members and policy beneficiary households.
In addition, FU at all levels mobilized 9,072,241 members and farmers to participate in health insurance schemes (achieving 92.57% of the target), and 119,762 members and farmers to participate in voluntary social insurance (199.6% of the target), also mobilized and encouraged 7,430,796 farming households to register and commit to ensuring food safety and hygiene standards (106.15% of the target).
In carrying out the political tasks of each member organization as well as the Cluster’s joint activities, the Central Committee of the VNFU recorded a number of notable achievements.
Specifically, the VNFU organized a series of major events in 2025, including the celebration of the 95th anniversary of the Vietnam Farmers’ Union (October 14, 1930 – October 14, 2025), the 6th Patriotic Emulation Congress, and activities under the “Pride of Vietnamese Farmers 2025” program. These included the honoring ceremony for 95 Outstanding Vietnamese Farmers and Outstanding Farmers’ Scientists, meetings with Party General Secretary To Lam, the National Press Award Ceremony on Agriculture, Farmers and Rural Areas of Vietnam and the Writing Contest to learn about the 95-year tradition of the VNFU.
In coordination with the Government, the VNFU successfully organized the 2025 Prime Minister’s Dialogue with Farmers.
Following the Dialogue, the Government Office issued Notice No. 710/TB-VPCP conveying Prime Minister Pham Minh Chinh’s conclusions, including numerous solutions to support farmers, agricultural cooperatives and enterprises.
Following General Secretary To Lam’s direction regarding the “Month of Listening to the People” initiative at the First Congress of Delegates of the Party Organization of the Vietnam Fatherland Front and Central Mass Organizations, the VNFU successfully organized two dialogue forums: “The VNFU Chairman and the Minister of Industry and Trade – Listening to Farmers” and “The VNFU Chairman and the Minister of Agriculture and Environment – Listening to Farmers 2025.”
Regarding commendation activities in 2025, the VNFU proposed that the President and Prime Minister award Third-Class Labour Orders to 10 outstanding farmers and that the Prime Minister award Certificates of Merit to 24 individuals. The Central Committee of the VNFU also awarded Certificates of Merit to 34 collectives and 212 individuals, and presented Commemorative Medal for the Vietnamese Peasant Class to 2,354 individuals.
Seven key tasks for 2026
There were presentations and experiences shared from outstanding role models within the Emulation Cluster. Although each organization applied different approaches suited to its own context, all shared the common goal of improving operational efficiency and better caring for members and workers. These achievements further demonstrated the practical effectiveness of emulation movements and promoted a spirit of innovation, responsibility, and dedication throughout the Cluster.
Building on these achievements, the Emulation Cluster of socio-political organizations and umbrella associations agreed to focus on seven key tasks in 2026.
These include effectively implementing the Party’s guidelines and State policies on emulation and commendation task, successfully organizing the 11th National Congress of the Vietnam Fatherland Front and National Congresses of socio-political organizations for the 2026 - 2031 term.
Patriotic emulation movements will continue to be promoted with political tasks and major national events. The Cluster will also strengthen communication efforts and replicate outstanding models to create broader social impact, while continuing to implement activities linked to social security and improving people’s living standards.
At the same time, the Cluster will enhance public opinion monitoring, social supervision, social criticism, and people-to-people diplomacy, while standardizing and improving the quality of emulation and commendation task across the system. These efforts aim to ensure that emulation activities become more substantive and create stronger motivation for the development of the Vietnam Fatherland Front system and its member organizations.
At the conference, representatives of the nine organizations in the Emulation Cluster agreed to nominate the Vietnam General Confederation of Labour for the Government’s Emulation Flag and proposed Certificates of Merit from the Prime Minister for the Central Committee of the Vietnam Fatherland Front and the Vietnam Union of Friendship Organizations.
The Cluster also agreed to nominate the Central Committee of the Vietnam Fatherland Front as Head of the Emulation Cluster for 2026, while the Vietnam Farmers’ Union was nominated as Deputy Head.
The nine organizations in the Emulation Cluster include: the Central Committee of the Vietnam Fatherland Front, the Vietnam General Confederation of Labour, Vietnam Farmers’ Union, the Ho Chi Minh Communist Youth Union, the Vietnam Veterans Association, the Vietnam Women’s Union, the Vietnam Union of Science and Technology Associations, the Vietnam Union of Literature and Arts Associations, and the Vietnam Union of Friendship Organizations.
