On the morning of December 17, at the 1st Provincial Congress of Delegates of the An Giang Farmers’ Union for the 2025–2030 term, Mr. Luong Quoc Doan, Member of the Party Central Committee and Chairman of the Central Committee of the Vietnam Farmers’ Union, attended and delivered a keynote address. He called on the An Giang Farmers’ Union to focus on implementing four key tasks to meet the requirements of agricultural and rural development in the new period.

Speaking at the Congress, Mr. Luong Quoc Doan acknowledged and commended the outstanding achievements of An Giang Province in Farmers’ Union activities and the farmers’ movement during the past term. Farmers’ Union organizations at all levels effectively studied and implemented directives from the central authorities; proactively consolidated their organizational structures; renewed contents and modes of operation in a more practical manner; and strengthened support for capital, science and technology, and production consumption linkages. Emulation movements especially the movement of farmers excelling in production and business and the development of the collective economy were widely embraced, contributing to positive improvements in farmers’ livelihoods.

Alongside these achievements, Mr. Luong Quoc Doan also pointed out several difficulties and limitations. These include persistent hardships faced by a segment of farmers, particularly in remote and border areas; rural human resources that have yet to meet the demands of modern agriculture; small-scale and fragmented production with weak value-chain linkages; limited application of science and technology and digital transformation; and ongoing challenges such as the risk of “bumper harvests but falling prices,” food safety, and environmental protection.

Entering the 2025–2030 term, the Chairman urged the An Giang Farmers’ Union to focus on four key tasks:

First, continue to renew thinking and operational approaches in a more professional manner, placing farmers at the center; shift strongly toward support, services, and accompaniment; and develop models of green rural economies, digital agriculture, and value chains.

Second, build a contingent of Farmers’ Union officials with sufficient capacity and a strong understanding of farmers, markets, technology, and digital transformation; and promote the application of technology in management and administration.

Third, fundamentally renew farmer-support activities, truly serving as a “midwife” for startups, production–consumption linkages, brand building, traceability, and e-commerce.

Fourth, promote the role of the Farmers’ Union in advanced new rural development, linking emulation movements with a shift in mindset from agricultural production to an agricultural economy, toward sustainable development.

Building on the achievements to date, Mr. Luong Quoc Doan expressed confidence that the An Giang Farmers’ Union will continue to develop strongly and make even greater contributions to socio-economic development and new rural construction in the coming term.

On this occasion, on behalf of the Standing Committee of the Central Committee of the Vietnam Farmers’ Union, Mr. Luong Quoc Doan extended his thanks to the Standing Board of the Provincial Party Committee, the People’s Council, the People’s Committee, the Vietnam Fatherland Front Committee of An Giang Province, as well as leaders of departments, agencies, mass organizations, and localities.

“I hope that in the coming term, you will continue to give even greater attention so that Farmers’ Union activities and the farmers’ movement in the province will develop strongly, worthy of being a leading flagbearer of the national farmers’ movement. With deep affection and confidence, I firmly believe that the new Executive Committee will remain united and innovative, successfully fulfilling its assigned tasks. I wish the An Giang Farmers’ Union and the farmers’ movement great success in achieving the goals, targets, and tasks set forth by the Resolution of the 1st Provincial Congress of Delegates of the An Giang Farmers’ Union, contributing to the successful implementation of the Resolution of the 1st Provincial Party Congress of An Giang and the Resolution of the 9th National Congress of the Vietnam Farmers’ Union,” Mr. Luong Quoc Doan emphasized.
