Commenting on the draft political report of the VNFU’s 9th Congress, Mr. Dang Duong Minh Hoang - an outstanding Vietnamese Farmer, Director of Thien Nong Cooperatives in Dong Nai province - recommended that, in order to fully promote leading and central role of farmers in the new era, Vietnam Farmers’ Union should implement breakthrough solutions to help its farmer members tackle bottlenecks in input costs and natural disaster risks.

Personnel for the new Central Executive Committee of Vietnam Farmers’ Union: Prioritizing candidates skilled in digital transformation to support farmers 

In line with the direction of the 9th National Congress “Developing a more solid Vietnam Farmers’ Union”, Mr. Dang Duong Minh Hoang shared his strong support to the proposed direction in reforming human resource management. He was particularly pleased to see more representatives from cooperatives and outstanding Vietnamese farmers joining the new VNFU’s Central Executive Committee.

Hoang told that selecting candidates who is mature from practical production and knowledgeable about digital transformation and cooperative economy would help the Union’s policies be closer to the realities of rural life.

In the context of agriculture’s rapid shift toward high technology, the new Central Executive Committee should include individual who areh innovative, market-oriented, and capable of applying smart solutions to help farmers, members to achieve sustainable prosperity.

 

Regarding the goal of “developing agriculture and the rural economy,” Mr. Dang Duong Minh Hoang pointed out that one of the biggest bottlenecks today is the instability of global supply chains. He shared a practical example: “The conflict in Iran caused fuel prices to surge, which in turn drove fertilizer prices up by 40–50%. Meanwhile, agricultural product prices did not rise accordingly; in many cases, farmers were forced to sell at the lowest possible prices just to clear their goods”.

To help farmers adapt more proactively, Mr. Dang Duong Minh Hoang, an Outstanding Vietnamese Farmer, proposed that the Vietnam Farmers’ Union translate its policies into concrete actions by developing a system of storage facilities for agricultural supplies. Supporting farmers in building warehouses to store fertilizers and farming inputs before peak seasons, he said, would help them better control production costs instead of constantly being affected by fluctuations in global prices.

 

Recommendation to increase the subsidy for agricultural insurance premiums to 60%.

A key objective outlined in the Draft Political Report is to inspire farmers’ aspirations for prosperity while safeguarding their legitimate rights and interests. However, Mr. Hoang expressed concern that climate change is increasingly undermining farmers’ livelihoods.

“In the Southeast region, unseasonal acid rain has caused cashew blossoms to wither and fruit to fall prematurely on a large scale. Many farmers who once harvested three tons of cashews per hectare are now left with only a few hundred kilograms,” he noted. “These risks are directly eroding farmers’ livelihoods and their already modest profits.”

 

Mr. Hoang therefore urged the new Executive Committee of the Vietnam Farmers’ Union to take a stronger stance in advocating for an increase in agricultural insurance subsidies from the current 20% to 50–60%.

“Farmers currently face significant barriers in accessing agricultural insurance. If farmers are truly to remain at the center of development, the Vietnam Farmers’ Association must play a stronger advocacy role by proposing and promoting practical insurance policies that can genuinely protect people against extreme natural disasters and disease outbreaks,” Mr. Hoang emphasized.

 

Looking ahead to the 2026–2031 term, Mr. Dang Duong Minh Hoang expressed his expectation that the Vietnam Farmers’ Union will undergo a strong transformation in its role from primarily advocacy into policy-making.

“The Farmers’ Union should become a powerful bridge that drives breakthrough policies, further strengthening the role of farmers as the central actors in agricultural and rural economic development,” Mr. Hoang stated.
