The working delegation of the Vietnam Farmers' Union- The Forest and Farm Facility Program (FFF) Phase II led by Mr. Hoang Tung – Vice - Director of the External Affairs and International Cooperation Department of the Central Vietnam Farmers' Union recently had a working visit to China.

    The goal of the delegation is to learn about China's policies and mechanisms to maintain, manage and develop sustainable forest and farm, biodiversity adapting to climate change; exchange information and experience in formulating and organizing the implementation of forest and farm development policies, as well as policies to support the improvement and development of China's farm household livelihoods; Visit some forest and farm economic models, cooperation between businesses, cooperatives and farmers in some localities in China; exchange information on the results of Vietnam's FFF Program Phase II  with Chinese colleagues, within the framework of     Food and Agriculture Organization of the United Nations (FAO) member countries.
Conservation and development of forests, biodiversity and landscapes in China is a major government policy, institutionalized by legal regulations and long-term plans. The Chinese government has financial support policy mechanisms to implement comprehensive programs and plans which include financial support plans, credit and the use of tax tools.
 
    In addition, localities (provinces) have specific support policies on finance, credit, tax tools and land policies for investors, households and individuals participating in forest production and business. Develop economic forests, non-timber forest products, wood products and local wood products associated with legal and certified origins. Build sustainable and stable raw material areas for product production, processing and trade. Develop the forestry economy (Forestry products under the forest canopy) to exploit effectively and increase the economic efficiency of the forest.
 
    Deploying forest carbon services in China, raising awareness for farm and forest owners/farmers about forest development and carbon markets, focusing on the domestic market in a voluntary manner. The Government regulates the legal framework and sanctions for implementation.

    China focuses on developing forest products in a chain, promoting cooperation between businesses and farmers (for example, bamboo, oil crops, seeds, yellow camellia, medicinal herbs...), creating products allocated with indigenous culture, and developing product value and brands through deep processing.
Through the working visit, the delegation made a number of proposals to the State: It is necessary to improve the legal policy system, develop strategic orientations/plans/schemes for sustainable forest protection and development associated with the development of forest economy and forest landscape; Develop and improve mechanisms and policies for consulting and consulting support to develop effective banning policies. It is necessary to develop a policy to prioritize processing and promote the presence of Vietnamese agricultural, forestry and processed products in the world market.

    Further expanding relations with countries in the field of agriculture and forestry, especially countries with advanced science and technology. Participating in international and ASEAN regional commitments to develop sustainable agriculture and forestry and protect maximum benefits for farmers in the market mechanism.

    For ministries and branches, advising the Government on researching and implementing many synchronous solutions, especially amending and implementing laws and policies to support farmer organizations. It is necessary to further promote the role of domestic and foreign organizations, unions, associations, non-governmental organizations in implementing the Forestry Law and other related policies to protect and develop forests, and promote cooperation and linkages between parties, between businesses and farmers, farmer organizations, cooperatives to develop product chains from forests and forest landscapes while promoting collective economic development, cooperation between relevant parties. Develop long rotation forests, ensure that raw materials are of legal origin, have certificates, and geographical indications to ensure international market regulations.

    For the Central Vietnam Farmers’ Union, it is necessary to strengthen activities participating in building and criticizing policies, providing suggestions for the Government, ministries, branches and localities to build and improve policies for sustainable development of the forest economy; Support Farmers Unions at all levels to develop forest and farm economic development models according to cooperatives, household groups, and professional association branches; Build and replicate a cooperative economic model, linking cooperation between businesses and farmers along the product chain. in agricultural and forestry production and agricultural product consumption, helping farmers increase their income and have more opportunities to participate in the market. Guide the organization of Union at the grassroots, professional groups, cooperative group and cooperatives to build specialty products based on local agricultural and forestry strengths associated with local product brands.

    For FFF Management Board, Vietnam Farmers’ Union: Effectively deploying activities of the Forest and Farm Facility Program (FFF) phase II (2023-2025), focusing on building a number of forest economic models, building specialty products associated with local product brands.
Proposing FAO to support the project in the post-2025 period to continue promoting the results of the previous period, expanding the scope and scale of the project to support the construction of a sustainable forest and farm economic development models.

    Simultaneously, continuing to build research and study programs on forest and farm economic development models in China and other countries with similar conditions to Vietnam to raise awareness and experience for target groups related to policy development and effective forest economic models in Vietnam; Coordinate with Vietnam Administration of Forestry, Vietnamese Academy of Forest Sciences, Vietnam National University of Forestry, businesses and other stakeholders to organize a knowledge sharing workshop between Vietnam and China in the field of forestry development, economic forests, carbon markets, green finance and climate change adaptation.
