10 Outstanding Events of the Vietnam Farmers’ Union in 2025: Restructuring, Innovation, and Confidently Entering a New Era
The year 2025 marked significant milestones, major events, and notable achievements of the Vietnam Farmers’ Union (VFU). Upholding its proud 95-year tradition of establishment and development (1930–2025), officials and farmer members actively participated in emulation movements and made great efforts to effectively implement key targets.

As part of the event series commemorating the 95th anniversary of the founding of the Vietnam Farmers’ Union—also known as the Festival of Vietnamese Peasantry—General Secretary To Lam met the honorees for 2025. President Luong Cuong attended the “Pride of Vietnamese Farmers” Program and conferred the titles of Outstanding Vietnamese Farmers and “Scientists of Farmers” of 2025.
On October 14, 2025, at the Headquarters of the Party Central Committee, General Secretary To Lam met with 95 delegates recognized as Outstanding Vietnamese Farmers and “Scientists of Farmers” of 2025.
Speaking at the meeting, the General Secretary emphasized that throughout history, Vietnamese farmers have always been a strategic force: producing food, preserving and developing culture, and serving as the foundation of great national unity.
Resolution No. 19-NQ/TW of the Party Central Committee affirms that “agriculture is a national advantage and an economic pillar.” Despite economic difficulties, the agricultural sector has continued to achieve positive results, acting as a solid foundation for the nation’s breakthrough development.
The General Secretary stressed that outstanding farmers and “Scientists of Farmers” must serve as exemplary role models—beacons of innovation, creativity, and the aspiration for prosperity—supporting and inspiring farming communities nationwide.

The Vietnam Farmers’ Union successfully organized the 2025 “Pride of Vietnamese Farmers” program, with the highlight being the ceremony to honor and confer titles on 95 Excellent Vietnamese Farmers and “Scientists of Farmers”.
The event was attended by leaders of the Party, the State, the Vietnam Fatherland Front, central ministries and agencies, and VFU leadership.
On behalf of the Party and State, President Luong Cuong congratulated and highly appreciated the significant contributions of the outstanding farmers and “Scientists of Farmers” to national development and renewal.
He also praised the VFU for its initiative and proactive coordination with relevant ministries and agencies in organizing the program over the past 13 years, creating strong encouragement and inspiration for exemplary farmers nationwide.
The series of events commemorating the 95th anniversary of the VFU truly became a grand festival of the Vietnamese peasantry.
3. Prime Minister Pham Minh Chinh chairs the 7th Prime Minister’s Dialogue with Vietnamese Farmers (2025)

On December 10, 2025, at the Government Headquarters, the Vietnam Farmers’ Union, in collaboration with the Government Office and relevant ministries and agencies, organized the 7th Prime Minister’s Dialogue with Vietnamese Farmers, themed “Application of Science and Technology, Innovation, and Digital Transformation among Farmers.”
The Rural Today/Dan Viet Online Newspaper served as the implementing unit.
At the conference, Prime Minister Pham Minh Chinh assigned five key tasks to farmers and called on ministries, sectors, and local authorities to implement eight solutions aimed at building prosperous agriculture, modern rural areas, and civilized farmers equipped with science and technology.
Following the event, the Government Office issued Notice No. 710/TB-VPCP (December 20, 2025) communicating the Prime Minister's conclusions and assigning tasks to nine ministries, sectors, and localities to implement solutions supporting farmers.
4. The Vietnam Farmers’ Union implements organizational restructuring in accordance with Resolution No. 18-NQ/TW

Throughout 2025, the Vietnam Farmers’ Union at all levels actively implemented restructuring and streamlining of its organizational apparatus in line with Resolution No. 18-NQ/TW, while also adapting to the two-tier local government model.
The Standing Committee of the Central Committee of the VNFU conducted a comprehensive review and issued Plan No. 03-DA/HNDVN (February 7, 2025) on reorganizing and renewing the organizational structure, functions, tasks, job positions, and staffing of the VNFU toward a streamlined and efficient system.
The VNFU also issued Guideline No. 205-HD/HNDTW (June 4, 2025) on reorganizing local-level Farmers’ Unions following administrative unit rearrangements. Decisions were issued to terminate operations and establish new organizations under the updated model.
The VNFU consolidated organizational structures and leadership positions of 34 provincial-level Farmers’ Unions and summarized obstacles arising during restructuring under the two-tier local government model.
Local Farmers’ Unions reorganized 3,144 commune-level units, ensuring timeliness and consistency, with special attention to establishing Farmers’ Unions in wards with active farmer populations.
5. 95th Anniversary of the Vietnam Farmers’ Union and the 6th National Patriotic Emulation Congress

On October 14, in Hanoi, the Vietnam Farmers’ Union solemnly celebrated its 95th founding anniversary and held the 6th National Patriotic Emulation Congress. During the ceremony, the Liberation Farmers’ Union of the Central Region and the Central Highlands was honored with the title “Hero of the People’s Armed Forces” for its contributions during the resistance war against the U.S.
The Congress was held under the theme: “Unity – Innovation – Creativity – Emulation for a Strong and Confident Vietnam Farmers’ Union Accompanying the Nation into a New Era.”
Many collectives and individuals were awarded Labor Orders and Prime Minister’s Certificates of Merit for outstanding achievements in national construction and development.
6. Prime Minister Issues Decision No. 517/QD-TTg Approving the Scheme on capacity building for VNFU officials and Excellent Farmers (2025–2030)
On March 5, 2025, the Prime Minister issued Decision No. 517/QD-TTg approving the Scheme “Capacity Building for Officials of the Vietnam Farmers’ Union at All Levels, Farmer Leaders, and Outstanding Farmers for the Period 2025–2030.”
This is the second scheme approved following the Politburo’s Resolution No. 46-NQ/TW (December 20, 2023) on renewing and improving the quality of the VNFU and the Government’s Resolution No. 69/NQ-CP (May 11, 2024) on implementing Resolution No. 46.
7. Successful Organization of Two National “Listening to Farmers” Forums
Following the Prime Minister’s directives on strengthening dialogue with farmers and the General Secretary’s directive on organizing the “Month of Listening to the People” the Vietnam Farmers’ Union organized two national-level “Listening to Farmers” Forums:
(1) October 1, 2025 – Hanoi

Theme: “Market Connectivity – Brand Development – Promoting Agricultural Product Consumption to Support National Economic Growth.”
Mr. Luong Quoc Doan, Member of the CPV Central Committee, Chairman of the Central Committee of the Vietnam Farmers' Union and Mr. Nguyen Hong Dien, Member of the CPV Central Committee, Minister of Industry and Trade, chaired the Forum.
(2) November 2, 2025 – Hanoi
Forum between the Chairman of the VNFU and the Minister of Agriculture and Environment
Theme: “Accompanying Farmers into a New Era.”
At the forums, many obstacles and issues were promptly addressed, while others will be resolved through long-term policy development.
Post-forum priorities focused on:
- enhancing sustainable and high-quality production capacity
- promoting agricultural product consumption
- strengthening brand development
- supporting business and innovation
- promoting green transformation and the circular economy
- advancing four strategic breakthroughs: institutional reform; science, technology, and innovation; digital transformation; and rural and natural resource infrastructure
8. The 3rd National Journalism Awards on Agriculture, Farmers and Rural Development – 2025, and the Writing Contest Celebrating the 95-Year Tradition of the Vietnam Farmers’ Association (1930–2025)
Ms. Bui Thi Minh Hoai, Member of the Political Bureau, Secretary of the CPV Central Committee of the Party, and Chairwoman of the Central Committee of the Vietnam Fatherland Front, and Comrade Luong Quoc Doan, Member of the Central Committee of the Party and Chairwoman of the Central Committee of the Vietnam Farmers' Association, jointly presented certificates and commemorative medals to the authors/groups of authors who won the A prize.
On December 5, the Au Co Art Center in Hanoi hosted the 3rd National Journalism Awards on Agriculture, Farmers and Rural Development – 2025, along with the Writing Contest marking the 95-year tradition of the Vietnam Farmers’ Association. The event was held with solemnity and left strong impressions on participants.
The Awards were chaired by the Central Committee of the Vietnam Farmers’ Association in coordination with the Vietnam Journalists Association, and organized by Nong Thon Ngay Nay/Dan Viet Newspaper in cooperation with the Vietnam Bank for Agriculture and Rural Development (Agribank).
According to the Organizing Committee, after one year of launching, the Journalism Awards received 1,866 submissions, while the writing contest on the Association’s 95-year tradition attracted 481 entries.
A total of 45 outstanding works were honored at the ceremony, including 3 First Prizes, 6 Second Prizes, 9 Third Prizes, 15 Consolation Prizes and 12 Special Prizes, with a total prize value of 525 million VND.
9. Conference Reviews Joint Program No. 01 on Safe Agricultural Production and Sustainable Development

On December 25, a conference reviewing Joint Program No. 01 between the Government, the Vietnam Farmers’ Association and the Vietnam Women’s Union on “Communication and mobilization for the production and business of quality, safe agricultural and food products for public health and sustainable development in the 2021–2025 period” took place at the Government Headquarters.
Delivering the concluding remarks on behalf of the Prime Minister, Deputy Prime Minister Le Thanh Long commended the Farmers’ Association and the Women’s Union for their close coordination in implementing Joint Program No. 01, with activities conducted simultaneously across many provinces and cities.
Thanks to these efforts, the Program has been rolled out extensively at the grassroots level, reaching communities and households nationwide. Activities ranged from communication campaigns and commitment mobilization to model development and technical training.
10. First Congress of the Party Committee of the Central Committee of the Vietnam Farmers’ Union, 2025–2030 Term Successfully Convened
On July 30, the First Congress of the Party Committee of the Central Committee of the Vietnam Farmers’ Association for the 2025–2030 term opened in Hanoi. The Congress adopted eight groups of specific targets and five groups of major tasks and solutions, aiming to strengthen the Association, advance agricultural economic development and improve farmers’ livelihoods.
Comrade Luong Quoc Doan—Member of the Party Central Committee; Member of the Standing Committee of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations; Vice President of the Central Committee of the Vietnam Fatherland Front; and Chairman of the Central Executive Committee of the Vietnam Farmers’ Association—was elected Secretary of the Party Committee of the Central Committee of the Vietnam Farmers’ Association for the 2025–2030 term.
