Cooperation in training Lao officials and civil servants on mobilising farmer households to participate in community-based economic development in the agricultural sector.
On November 18th, in Hanoi, the Institute of Officials Training and Scientific Research, the Central committee of Vietnam Fatherland Front held the opening ceremony of a training course for Lao officials.

Speaking at the opening ceremony, Luong Quoc Doan, Member of the Party Central Committee,Vice Chairman of Vietnam Fatherland Front, and Chairman of Vietnam Farmers’ Union, stated that “This opening ceremony is not only a professional event but also a clear evidence and concrete outcome of the great friendship, special solidarity, and comprehensive cooperation between two Parties, States, and peoples of Viet Nam and Laos”.

The consistent policy of Viet Nam Party and State that has given the highest priority, developed the great friendship, special solidarity, and comprehensive cooperation between Viet Nam and Laos. High-level agreements, treaties, and cooperation arrangements between the two countries that were effectively implemented, particularly the key tasks of Viet Nam– Laos Cooperation Strategy of 2021–2030 period and Viet Nam–Laos Bilateral Cooperation Agreement of 2021–2025 period.
During a working visit to Laos in early 2024, Vietnam Farmers’ Union and Central Committee of Lao Front for National Development signed a memorandum of Understanding focusing on two main areas: first, exchanging and promoting communication experience, mobilizing farmers about Viet Nam–Laos special friendship; and second, sharing experience and mutual support in organization development, as well as in rural economic development.
In recent years, Vietnam Fatherland Front and Farmers’ Union that have made continuous efforts to share practical and theoretical experience, particularly exchanging experience and mutual support in the work of the Fatherland Front and the Farmers’ Union, as well as in agricultural, farmer, and rural development. The presence of 20 officials and Lao Front for National Development, the Office of the Party Central Committee, the Government Office, ministries, sectors. This is clear evidence of the trust, effective cooperation, and deeper and more extensive partnership between the two sides” Luong Quoc Doan emphasized.
The training program including general theoretical knowledge, focusing on fundamental, important, and core issues that based on Viet Nam’s practical experience in new rural development and poverty reduction. The program also discussed and studied at the local level, including site visits of economic development models as well as operations of organizations and enterprises in order to ensure a close linkage between theory and practice.
Chairman of Vietnam Farmers’ Union Luong Quoc Doan requested the Institute of Officials Training and Scientific Research to strengthen exchanges and practices to clarify issues which trainees took care of those. At the same time, he encouraged Lao trainees to actively raise questions with lecturers to deeply understood content.

He also proposed in the training program, participants who understood Viet Nam’s organizational streamlining reform, particularly new structure and operations of Viet Nam Fatherland Front and socio-political organizations.
He hoped that through the training program, participants would be updated information and knowledge, enhanced their professional skills, and had opportunities to exchange and learnt from practical experience in leadership and management. He noted that these outcomes would strengthen mutual understanding and consolidate cooperative relationship between Viet Nam and Laos.
Speaking at the opening of the training course, Dr. Nguyen Khac Toan, Director of the Institute for Officials Training and Scientific Research, said that: “The training course is result of implementation of Understanding Memorandum in working visit of Chairman of Vietnam Farmers’ Union in Lao People’s Democratic Republic, following the invitation of Chairman of Central Committee of Lao Front for National Development in March 2024.
From November 16th to December 14th, participants who will be taught 12 highly practical and application-oriented topics, many content exchange activities between Vietnam and Laos. The training course will be delivered by experienced leaders, lecturers, and experts from various ministries, departments, and educational institutions in Vietnam, including plenty of important subjects such as”.
“Mobilization and Farmers’ Organization in the New Context”; “Planning, Mobilizing and Managing Resources for Community Economic Development”; “Development of New-Style Cooperative Economic Models and private Economy”; “Digital Transformation in Community Economic Development”; “Overview of Community Economic Development”; and “Entrepreneurship and Innovation in Agriculture”.
Through training program, participants not only updated their knowledge and strengthen professional skills, but also had opportunities to meet, interact, exchange, and learn from the practical management experience of leaders and experts. These activities would enhance mutual understanding and consolidate the close and cooperative relationship between Viet Nam and Laos.

Comrade Ladsavong Soutchay affirmed that the great friendship, special solidarity, and comprehensive cooperation between the two Parties, States, and people of Laos and Viet Nam to be constituted a priceless asset that Lao people always cherished and preserved.
“We recognize that Vietnam Farmers’ Union is a socio-political organization with a long history and rich experience, particularly in mobilizing farmers to implement the Party’s and State’s guidelines and policies, developing community economic models in agriculture, and new rural development. These fields that Laos deeply interested and actively pursued in the current context.
During the training period, we hope that Vietnamese experts will share knowledge, skills, and practical experience, especially on the organization and operation of effective rural economic activities. We are committed to severely study, openly exchanges to gain the thematic modules, flexibly apply these experiences for actual conditions of Laos, contribute to improve farmers livelihoods” Ladsavong Soutchay expressed.
