Vietnam Farmers’ Union “joins hands” with Vietnam Bank for Social Policies to bring Government policy credit to 6.7 million poor households

On the morning of January 28, at the headquarters of the Vietnam Bank for Social Policies (VBSP), the coordination conference on entrusted activities between VBSP and socio-political organizations was held. VBSP General Director Duong Quyet Thang attended and chaired the conference.

Also attending the conference, on the side of socio-political organizations, were the following comrades: Phan Nhu Nguyen – Standing Vice Chairman of the Central Committee of the Vietnam Farmers’ Union; Tran Lan Phuong – Vice Chairwoman  of the Vietnam Women’s Union; Nguyen Tuong Lam – Secretary of the Central Youth Union, President of the Vietnam Youth Federation; representative leaders of the Vietnam Veterans Association.

Outstanding entrusted policy credit through the Farmers’ Union reaches over VND 117,000 billion

The report on the implementation of entrusted lending to poor households and policy beneficiaries at the conference clearly stated: In 2025, continuing to promote strengths and advantages, VBSP and socio-political organizations coordinated to deploy social policy credit capital to beneficiaries in 100% of communes, wards, and special administrative zones nationwide, creating favorable conditions for people to access and benefit from preferential credit policies of the Party and Government quickly and conveniently.

 

As of December 31, 2025, the total capital of VBSP reached VND 426,262 billion, an increase of VND 44,103 billion compared to 2024. Total outstanding policy credit reached VND 413,527 billion, up VND 45,896 billion (+12.5%) compared to 2024, with nearly 6.733 million poor households and policy beneficiaries still having outstanding loans.

 

Regarding coordination activities between VBSP and socio-political organizations, as of December 31, 2025, total outstanding policy credit managed by socio-political organizations reached VND 408,305 billion, up VND 43,105 billion compared to 2024, accounting for 98.74% of total outstanding loans, through 166,067 savings and credit groups and over 6.7 million borrowers. 98.72% of savings and credit groups have members participating in deposits with a balance of VND 19,417 billion, the average deposit balance reaching VND 2.94 million per member. The quality of entrusted credit remains good, overdue debt is VND 998 billion, accounting for 0.24% of total entrusted outstanding loans; frozen debt is VND 1,215 billion, accounting for 0.31%.

 

The Vietnam Farmers’ Union is the socio-political organization with the second-largest entrusted outstanding loans among four socio-political organizations. Currently, outstanding loans through the Farmers’ Union reach VND 117,116 billion, accounting for 28.68% of total entrusted outstanding loans, an increase of VND 8,876 billion compared to the end of 2024; overdue debt accounts for 0.24%, frozen debt accounts for 0.31%. The Union manages 48,264 savings and credit groups with nearly 2 million borrowers; average deposit balance is VND 2.7 million per member.

 

To promote the effectiveness of capital and improve policy credit quality, during the year, all levels of the Vietnam Farmers’ Union coordinated with VBSP at the same level to organize training and capacity-building to improve professional knowledge and management skills for nearly 20,000 lượt of Union officials and savings and credit group management boards. In addition, provincial and municipal Farmers’ Unions proactively coordinated with agricultural, fisheries, and forestry extension staff to organize training, guidance, and transfer of scientific and technical advances and market information to more than 1,552,000 lượt participants to support members.

 

All levels of the Union coordinated with enterprises and scientists to provide vocational training for 263,120 farmer members… thereby improving production and business capacity, productivity, quality, and value of agricultural products, contributing to effective use of borrowed capital from the bank.

 

At the conference, leaders of socio-political organizations highly agreed with the 2025 results report and the directions and tasks for 2026, and emphasized the importance of Decree No. 06/NĐ-CP on the organization and operation of VBSP recently issued by the Government.

 

Standing Vice Chairman Phan Nhu Nguyen affirmed: In the coming time, the Central Committee of the Vietnam Farmers’ Union will continue to closely direct grassroots levels to strictly and clearly implement entrusted tasks, further strengthening effective coordination between the Union and VBSP.

 

“The new point in the Union’s strategic orientation is not only to support capital for farmers to do business, but to move toward more central and long-term solutions. Specifically, policy credit capital will be closely linked with the implementation of major policies of the Politburo on digital transformation, application of science and technology in production, and promotion of economic linkage models.

 

Through this preferential policy credit source, the Union will support and create the most favorable conditions for farmers to change their mindset, have sufficient capacity to access modern business methods, thereby building a sustainable and efficient production ecosystem in the digital era,” emphasized Phan Nhu Nguyen.

 

Promoting the role of socio-political organizations

In his closing remarks, VBSP General Director Duong Quyet Thang acknowledged and highly appreciated the coordination between VBSP and socio-political organizations in entrusted lending.

 

Reviewing 2025, he affirmed that despite many fluctuations from administrative restructuring and streamlining of grassroots government apparatus, the VBSP system still recorded a record outstanding loan growth of 12.5%, bringing total outstanding loans to nearly VND 420,000 billion at the beginning of 2026.

 

He assessed that this is the result of proactive engagement with the people, as the bank not only disbursed funds but also actively reviewed actual demand to report to the Government to increase lending quotas, while timely reducing interest for those affected by natural disasters.

 

Regarding future directions, he requested the entire system and entrusted socio-political organizations to continue effectively implementing credit programs under Government decrees and decisions, striving to ensure 100% of poor people and policy beneficiaries who are eligible can access credit products and services.

 

VBSP will focus on improving regulatory frameworks and accelerating digital transformation to optimize remote supervision.
