National Farmers’ Forum X (2025) - Chairman of the Vietnam Farmers’ Union & Minister of Industry and Trade listen to Farmers Speak
Under the theme “Connecting Markets – Building Brands – Promoting Agricultural Produce Consumption, contributing to two‑digit economic growth”, the 10th National Farmers’ Forum (2025) will be held tomorrow (1 October) in Hanoi, jointly organised by the Central Committee of the Vietnam Farmers’ Union and the Ministry of Industry and Trade. The event is being co‑implemented by Rural Today Newspaper/DanViet in cooperation with Binh Dien Fertiliser Joint Stock Company.
The Forum is part of the “Proud Vietnamese Farmers 2025” programme, held shortly after General Secretary Tô Lâm’s directive at the 1st Congress of the Party Committee of the Vietnam Fatherland Front and central mass organisations (term 2025‑2030), on holding a “Month of Listening to the People Speak”.
The 10th National Farmers’ Forum concretises the major agricultural‑rural‑farmers policies, digital transformation, green transition and deeper integration into global agricultural value chains.
It is not only a venue for “listening” but also for “acting” - ensuring policies are quickly translated into practice, helping promote sustainable agriculture and realising the goal of two‑digit growth in the new era, with an eye to the success of the 14th National Congress of the Party.
Co‑chaired by: Comrade Lương Quốc Đoàn, Member of the Party Central Committee, Vice‑Chairman of the Central Vietnam Fatherland Front Committee, Chairman of the Vietnam Farmers’ Union; and Comrade Nguyễn Hồng Diên, Member of the Party Central Committee, Minister of Industry and Trade.
Attending the Forum are leaders of central ministries, departments and agencies, provincial leadership, representatives of farmers’ unions from provinces and cities, experts, scientists, businesses — and notably outstanding Vietnamese farmers, exemplary cooperatives and model farmers from Hanoi.
The event coincides with the nationwide emulation by cadres and farmer union members marking the 95th anniversary of the Vietnam Farmers’ Union (14/10/1930 - 14/10/2025), and in anticipation of the success of the 14th National Congress of the Communist Party of Vietnam (term 2026 - 2031).
The Forum also serves as a key activity in implementing the Prime Minister’s concluding directives from the 2024 Prime Minister‑Farmers dialogue conference, which required ministries, sectors and localities to increase engagement, listening and exchanging with farmers and cooperatives; additionally, it lays the groundwork for the Prime Minister’s dialogue with Vietnamese Farmers in 2025.
Previously, in 2024, Rural Today/DanViet e‑Portal organised two dialogues with the Minister of Agriculture & Rural Development and the Minister of Natural Resources & Environment.
The Forum creates a three‑way dialogue space among farmers - businesses - public‑sector regulators to remove obstacles in: agricultural produce consumption, logistics, commercial infrastructure; agricultural e‑commerce; developing the domestic market and expanding exports - notably in the context of the two‑level local government reform from 01/7/2025.
Prior to the event, Rural Today/DanViet opened a channel to collect questions and opinions from farmers and readers; nearly 510 views/comments have been submitted to the two lead officials for exchange at the Forum.
The Forum’s agenda focuses on four major thematic groups: (1) Commercialisation of agricultural produce in the supply chain: procurement, processing, logistics; (2) Development of local agricultural brands, OCOP products, export agricultural produce; (3) Digital trade link‐up: e‑commerce platforms, agricultural logistics, traceability; (4) Strategic orientation of the domestic and export agricultural market.
At the Forum, the Minister of Industry & Trade and the Chairman of the Vietnam Farmers’ Union will jointly present, promote and roll out important Party and State directives, including: Resolution 46‑NQ/TW (20/12/2023) of the Party Central Committee on innovation and enhancement of the Vietnam Farmers’ Union; Resolution 69/NQ‑CP (11/5/2024) of the Government on the Action Programme to implement Resolution 46; Decision 182‑QĐ/TTg (20/02/2024) approving the Scheme on the Vietnam Farmers’ Union’s participation in collective economy development in agriculture by 2030; as well as other resolutions, directives and action programmes of the Vietnam Farmers’ Union and the Ministry of Industry & Trade for value‑chain development - market linkage - product protection - trade transparency - promotion of digital trade in agriculture.
The 10th National Farmers’ Forum is also the occasion to announce the strategic directions and new policies of the two agencies, emphasising: agricultural digital transformation; building a national agricultural brand; sustainable development of agricultural markets, tied to the implementation of Party Politburo Resolutions 57‑NQ/TW, 66‑NQ/TW, 68‑NQ/TW, 70‑NQ/TW.
All of the above is intended to concretise the policies on modern, integrated agriculture and rural development; contribute to the Government’s targets: maintaining the pace of agricultural‑forestry‑aquatic product export growth, aiming for USD 70 billion in 2025 and USD 100 billion by 2030, contributing to the two‑digit growth target by 2030, and immediately the 8 % growth in 2025.
A highlight of this 10th Forum is the direct, open, substantive dialogue chaired by the two sector leaders. We listen and respond on‑the‑spot to the proposals of farmers, cooperatives, businesses; and simultaneously publish new policies and concrete action programmes supporting farmers in the context of local government structure reform from 01/7/2025 with many new issues for agriculture, rural areas and farmers.
The Forum embodies the spirit of accompaniment by the Government and ministries with the farmers, cooperatives and agricultural enterprises; it helps officials receive real‑time information to correctly, accurately and promptly identify obstacles from production and agricultural product consumption and propose effective removal solutions.
It is a two‑way dialogue channel, creating an opportunity to connect the “Five Homes” - Farmers - State - Scientists - Businesses - Banks - to promote modern agricultural logistics, expand distribution channels (especially e‑commerce and cross‑border e‑commerce), build and promote Vietnamese agricultural brands linked with green, sustainable standards, meeting the high requirements of major markets such as the US, EU, Japan and expanding into potential markets like Halal, Middle East, Africa.
Immediately following the Forum, the Central Committee of the Vietnam Farmers’ Union and the Ministry of Industry & Trade will consolidate and report to the Government to propose solutions; some issues will be further studied and discussed at the Prime Minister’s dialogue with Vietnamese Farmers in 2025.
