The 6th Conference of the Central Committee of the Vietnam Farmers’ Union: Adopting Key Resolutions on Organizational Structure, Personnel Affairs, and Operational Orientation

On the morning of November 12, the 6th Conference of the 8th Central Committee of the Vietnam Farmers’ Union (VNFU) was held in Hanoi. The conference was chaired by Mr. Luong Quoc Doan, Member of the Party Central Committee, Party Secretary, and Chairman of the VNFU Central Committee.

Mr. Luong Quoc Doan emphasized that, in line with the Working Program of the 8th VNFU Central Committee and the Union’s key tasks for 2025, the 8th Central Committee convened its 6th Conference (expanded) today to discuss, review, and adopt resolutions on a number of key issues concerning organizational structure, personnel affairs, and operational orientation in the period ahead.

 

“This Conference takes place amid major changes in the political system, following nationwide adjustments of provincial and city boundaries, the rollout of the two-tier local government model, and the consolidation of agencies under the Vietnam Fatherland Front and other socio-political organizations. The FU at all levels is holding its Congresses as planned. With no separate advisory bodies and now directly under the Vietnam Fatherland Front, the FU must adapt, innovate its operations, and continue to play its core political role for the peasant class, while safeguarding its position as the organization representing the legitimate rights and interests of farmers nationwide,” emphasized by Mr. Luong Quoc Doan, VNFU Chairman.

 

At the Conference, the VNFU Central Committee focused on discussing, reviewing, and deciding on the following key issues: The staffing of the VNFU Central Committee, the Standing Committee, and the Central Inspection Committee for the 2023-2028 term; The Proposal for the 9th VNFU Central Committee for the 2026-2031 term; The Proposal for the VNFU Standing Committee, Chairman, and Vice-Chairmen of the 9th Central Committee for the 2026-2031 term; The Proposal for delegates to attend the 9th VNFU National Congress for the 2026-2031 term; The Proposal for the Inspection Committees at all levels for the 2025-2030 term; The Staffing Proposal for the VNFU Central Inspection Committee for the 2026-2031 term.

These are critically important matters that will have a direct impact on strengthening the organizational structure, enhancing leadership and governance capacity, and improving the overall effectiveness of the FU’s operations in the coming period.

At the Conference, Mr. Luong Quoc Doan highlighted and outlined several key issues for delegates to focus on in their study and discussions. Regarding personnel consolidation, based on the Personnel Proposal for the 8th VNFU Central Committee approved at the 8th National Congress, the total number of Central Committee members stands at 119. At its first meeting, the 8th Central Committee elected 18 members to the Standing Committee and 9 members to the Central Inspection Committee of the VNFU.

However, following the restructuring and streamlining process, the current number of Central Committee members has been reduced to 50 (a shortfall of 69); the Standing Committee now comprises 11 members; and the Central Inspection Committee lacks its Chairperson, Vice Chairpersons, and members. In this context, timely personnel consolidation is essential to ensure stability and continuity in the leadership and direction of the FU’s activities.

Regarding the Proposal on the Central Committee, Standing Committee, Chairman and Vice Chairpersons of the 9th Central Committee of the VNFU for the 2026–2031 term, as well as the Proposal on Delegates to the 9th National Congress of the VNFU for the same term.


In accordance with the Party’s guidelines, the organizational structure of the VNFU has been streamlined, with only 3 advisory departments operating under the Vietnam Fatherland Front. In addition, the number of provinces and cities has been reduced from 63 to 34, while ministries, sectors, and agencies at central level have also undergone organizational restructuring toward greater efficiency. In terms of timing, the National Congress was held at the end of 2023, and the 8th term has reached only its midpoint, while the Party and the State are vigorously promoting the practice of thrift and efficiency.

Based on these practical realities, the Conference is tasked with discussing, considering, and deciding on the composition of the Central Committee and the Standing Committee of the VNFU for the 9th term, as well as determining the number of delegates to the 9th National Congress in line with current conditions.

Regarding the proposal on Inspection Committees at all levels for the 2025–2030 term and the personnel proposal for the Central Inspection Committee for the 2026–2031 term, although the VNFU is integrated within the Vietnam Fatherland Front system, it must retain a degree of autonomy to fulfill its mandate and assigned functions. Therefore, it is necessary to maintain the Inspection Committees at both the central and provincial levels.

Based on the requirements of inspection and supervision work in the new period, as well as the functions, duties, and powers of the VNFU Inspection Committees, the Conference discussed and decided on the number of members and organizational structure of Inspection Committees at all levels, ensuring rationality, continuity, regional representation, and alignment with the FU’s renewed inspection activities.

In addition, at this Conference, the Central Committee of the VNFU organized a session to gather feedback on the draft documents to be submitted to the 14th National Congress of the Communist Party of Vietnam. Contributing to these documents carries significant political and social importance, providing an opportunity for the VNFU to participate in shaping and refining national development policies in the new era, while reaffirming the sense of ownership and responsibility of the VNFU and its officials and farmer members nationwide, and strengthening confidence in the great national unity.

Under the leadership of Mr. Luong Quoc Doan, VNFU Chairman, delegates cast ballots to elect additional members to the VNFU Central Committee for the 8th term (2023–2028), including 18 provincial- and city-level FU chairpersons.
The Conference also cast ballots to elect an additional three members to the Standing Committee of the Central Committee of the Vietnam Farmers’ Union for the 8th term (2023–2028).

At the same time, the Conference also cast ballots to elect 9 members of the Central Inspection Committee. Mr. Pham Tien Nam, Standing Member of the Party Committee and Vice Chairman of the VNFU Central, was elected Chairman of the Central Inspection Committee for the 8th term 2023–2028.


The outcomes of this Conference are closely linked to the ongoing renewal of the organizational structure and operations of the VNFU under the new conditions, providing a foundation to strengthen and enhance the VNFU’s role in building modern, civilized agriculture and rural areas while preserving strong national identity.
