Prime Minister holds dialogue with farmers: A democratic, candid and responsible exchange ensuring “Six clear principles” in every task

At the 2025 Conference between the Prime Minister and Farmers, Prime Minister Pham Minh Chinh highly commended the democratic, candid and responsible spirit of the delegates. He assigned the Government Office, in coordination with the Vietnam Farmers’ Union, to comprehensively consolidate all opinions and advise on the issuance of the official conclusion notice in accordance with the “six clear principles”: clear assignees, clear tasks, clear timelines, clear responsibilities, clear authority, and clear deliverables.

The Prime Minister stated that as 2025 draws to a close, thanks to the concerted efforts of the entire Party, people and armed forces under the leadership of the Party - directly and regularly by the Politburo and the Secretariat, headed by Party General Secretary To Lam - together with the decisive engagement of the entire political system, the active participation of the people and business community, including farmers, and the cooperation of international partners, Viet Nam is expected to exceed and fulfill all 15 out of 15 socio-economic targets. The country is also projected to record a GDP growth rate that is high compared to global and regional levels.

According to the Prime Minister, the dialogue was a great success, focusing on three major themes: science and technology, innovation and digital transformation; the development of the private sector in agriculture, farmers and rural areas; and efforts to overcome the consequences of recent natural disasters.

Within these overall achievements, agriculture, farmers and rural areas have played a particularly important role. On behalf of Party General Secretary To Lam and the Party and State leadership, the Prime Minister expressed his sincere appreciation and high regard for the contributions of the agricultural sector and farmers, as well as for the national target programme on new rural development, in the implementation of the Resolution of the 13th National Party Congress and the fulfillment of tasks in 2025, thereby contributing to the country’s rapid and sustainable development.

According to the Prime Minister, the dialogue was highly successful, focusing on three major themes: science and technology, innovation and digital transformation; development of the private economy in agriculture, farmers and rural areas; and efforts to address and overcome the impacts of recent natural disasters.

According to Prime Minister Pham Minh Chinh, the 2025 Conference between the Prime Minister and Farmers featured nine key and overarching issues:

First, the dialogue reaffirmed the role, position, and critical importance of agriculture, farmers, and rural areas to national development in all periods.

The Prime Minister emphasized that all relevant stakeholders should take pride in being part of this sector and in the achievements attained by agriculture, farmers, and rural areas over 80 years of national independence and 40 years of renewal (Đổi mới).

These achievements serve as a solid foundation and driving force for further developing agriculture, strengthening the farmer class, and advancing rural development in the new era toward a strong, prosperous, civilized, and happy nation.

Second, the Conference underscored the need to continue making breakthroughs in science and technology, innovation, and digital transformation in line with the Politburo’s Resolution No. 57; to promote private economic development pursuant to Resolution No. 68; and to advance market, institutional, and policy reforms under Resolution No. 59 on international integration and Resolution No. 66 on law-making and law enforcement.

The National Assembly and the Government have issued resolutions and action programmes to implement these Politburo resolutions. The Prime Minister called on ministries, sectors, and localities to further concretize and effectively implement them, with agriculture, farmers, rural areas, and relevant stakeholders continuing to unite and actively participate.

Third, the Prime Minister noted that the Party and the State are strongly prioritizing the development of strategic infrastructure, particularly transport infrastructure, which accounts for approximately 50% of total development investment. This effort helps reduce costs, enhance competitiveness of products, create new development space, and increase land value.

Fourth, regarding markets, the Prime Minister stressed that alongside boosting domestic consumption, it is essential to expand export markets.

Ministries, sectors, localities, and relevant stakeholders are encouraged to further promote domestic consumption and effectively leverage 17 free trade agreements (FTAs) with more than 60 economies worldwide. Associations and enterprises should work closely with the Ministry of Industry and Trade, the Ministry of Foreign Affairs, and the Ministry of Agriculture and Environment to expand and diversify markets, products, and supply chains - moving beyond exporting agricultural products to exporting the agricultural sector itself, including Vietnamese enterprises investing abroad in cultivation, production, processing, and on-site exports.

Fifth, on green production, food safety, and product traceability, the Prime Minister requested the Ministry of Agriculture and Environment and relevant ministries to continue reviewing and developing mechanisms to promote green production, a circular economy, and low-emission development, while ensuring food safety, traceability, protection of intellectual property and copyrights, combating trade fraud, and preventing unsafe and substandard food.

Sixth, with regard to human resources, the Ministry of Agriculture and Environment and the Vietnam Farmers’ Union were urged to strengthen the “three-party linkage” among the State, educational institutions, and enterprises to develop high-quality human resources. Farmers are to remain at the center - as subjects, objectives, resources, and driving forces of development - through enhanced training, capacity building, and knowledge upgrading.

Seventh, on value chain linkages, enterprises were encouraged to strengthen cooperation, sharing, and solidarity, and to promote stronger linkages among domestic and international enterprises.

Eighth, mechanisms and policies should be developed to mobilize resources from multiple channels, including state and private resources, credit, bond issuance, public - private partnerships (PPP), BT, and BOT models. The State plays a facilitating role, while enterprises are encouraged to proactively propose PPP projects, with the guiding principle of harmonizing the interests of the State, enterprises, and farmers.

Ninth, addressing climate change adaptation and natural disaster recovery remains a priority. Given that Viet Nam is among the countries most severely affected by climate change, the Prime Minister stressed that all stakeholders must take part with the State providing direction and enabling frameworks, enterprises taking the lead, and resources mobilized through diverse mechanisms.
