Government approves training program for Farmers’ Union officials and outstanding farmers

Deputy Prime Minister Le Thanh Long has recently signed Decision No. 517/QĐ-TTg dated March 5, 2025, issued by the Prime Minister, approving the Scheme titled: “Training program for officials of all levels of Vietnam Farmers’ Union (VNFU), heads of farmers’ branches and outstanding farmers for the 2025 - 2030 period”.
It is the second Scheme approved by the Prime Minister following the Politburo's Resolution no. 46-NQ/TW dated December 20, 2023, on “Renovating and Improving the Quality of the Vietnam Farmers’ Union to meet the requirements of the new revolutionary phase” and Resolution no. 69/NQ-CP dated May 11, 2024, issuing the Government's action program to implement Resolution No.46. Previously, on February 20, 2024, the Prime Minister signed Decision No.182/QĐ-TTg approving the Scheme for VNFU to participate in the development of the collective economy in agriculture until 2030.
The Scheme will be implemented from 2025 to the end of 2030 across all 63 centrally administered provinces and cities with a focus on mountainous and socio-economically disadvantaged areas.

Target groups of the Scheme include VNFU officials at all levels, heads of farmers’ branches, exemplary farmers and successful farmer-entrepreneurs.
The Scheme aims to build a contingent of Farmers’ Union officials with strong political will, good moral character, adequate professional qualifications and competencies. The officials are expected to meet the operational needs of the Union and the farmers’ movement in the new context, ensuring both quantity and quality with a structure aligned with national socio-economic development strategies.
Moreover, it seeks to create a source of qualified personnel for future congresses of the Vietnam Farmers’ Union at all level, especially young, high-potential candidates for the Party and political system.
The Scheme prioritizes standardizing the Farmers’ Union personnel structure, especially by providing training to the officials in remote and disadvantaged communes (3,434 communes as identified in Decision No. 861/QĐ-TTg dated June 4, 2021, on classifying areas with ethnic minorities and mountainous regions for the 2021 - 2025 period).
The Scheme also includes capacity-building for trainers and speakers, forming a pool of qualified instructors for training courses for Farmers’ Union officials at all levels.
In addition, it aims to enhance the knowledge, skills and capabilities of outstanding and successful farmers, enabling them to establish cooperatives or small enterprises, lead the knowledge transformation of rural areas, mentor fellow farmers and act as pioneers in agricultural innovation and rural entrepreneurship.
Annually, the Scheme aims for 30 - 50% of Farmers’ Union officials to receive professional training aligned with their job responsibilities and other prescribed programs. Furthermore, 50.000 exemplary and successful farmers are expected to receive advanced training each year.
By the end of 2030, 100% of provincial Farmers’ Union Chairpersons and Vice Chairpersons, as well as heads of departments and units under the Central Committee of VNFU will have undergone at least one leadership and management training session; 100% of Union officials at the central and provincial levels will have received at least one training session on Union operations; 100% of commune Union Chairpersons will also receive such training. Additionally, 70 - 80% of part-time lecturers and speakers at the central and provincial levels will be trained in pedagogical skills; 100% of farmers’ branch heads will receive training in operational skills related to Union work.
