On the morning of May 23, VNFU and MOF co-hosted a legal dissemination workshop regarding Circular No.29/2024/TT-BTC dated December 31, 2024 in Lam Dong province. The Circular guides certain provisions in Decree No.37/2023/NĐ-CP dated June 24, 2023, issued by the Government, concerning the establishment, organization and operation of the Supporting Fund for Farmers.

The workshop was chaired by Ms. Nguyen Thi Kim Hoa - Member of VNFU Standing Committee, Director of the VNFU Supporting Fund for Farmers and Mr. Nguyen Viet Hung - Deputy Director of MOF Department of Financial Institutions. The event gathered around 300 participants including VNFU officials across the country and representatives of MOF Department of Accounting and Auditing Supervision, Legal Affairs Department and Office.

At the workshop, Ms. Nguyen Thi Kim Hoa stated that over the years, the Department of Financial Institutions has closely supported the VNFU Supporting Fund for Farmers at both the central and local levels, remarkably, advised the Government to issue Decree No.37/2023/NĐ-CP, dated June 24, 2023, on the establishment, organization and operation of the VNFU Supporting Fund for Farmers. The issuance of the Decree aims to create a legal framework in order to streamline the organizational structure and standardize the operational model of the already existing and effectively operating Supporting Fund for Farmers.

In implementing Decree No.37/2023/NĐ-CP, the Department of Financial Institutions continued to draft and issue Circular No.92/TT-BTC, dated December 31, 2023, providing financial management guidance in accordance with the Decree.

During the workshop, participants exchanged their points of view, discussed and raised practical difficulties encountered at the local level that require clarification and guidance under Circular No.92/2024/TT-BTC dated December 31, 2024 and Circular No. 90/2021/TT-BTC dated October 13, 2021 by the MOF. As a result, numerous solutions were proposed to further enhance the operation effectiveness of the VNFU Supporting Fund for Farmers.
