Vietnam Farmers Union reports to the Prime Minister on 1-year-implementation of Decision No.182

VNFU Executive Committee has issued report No. 131-BC/HNDTW to the Prime Minister on the results of 1-year-implementation of Decision No. 182/2024/QD-TTg dated February 20, 2024 of the Prime Minister approving the Project "Vietnam Farmers' Union involvement in developing collective economy in agriculture until 2030”.
Leadership and direction of the Decision implementation
To implement Decision 182/QĐ-TTg, VNFU Central Committee issued Plan 16-KH/HNDTW dated March 8, 2024, which identifies particular targets, tasks and assigns VNFU leaders to direct VNFU departments and units, VNFU at the provincial level to organize the Decision implementation; sign a coordination program with Vietnam Cooperative Alliance for the Decision implementation cooperation.
On March 22, 2024, VNFU Central Committee organized a hybrid workshop to disseminate the Decision to VNFU officials at the central level and 63 provinces and cities, launched the emulation movement "Officials, farmer members actively participate in developing collective economy in agriculture" in the entire Farmers’ Union (FU) system and issued a plan to implement the movement as well.
In order to create unity and convenience for FU at all levels to participate in developing collective economy in agriculture, VNFU issued Instruction No. 98-HD/HNDTW dated July 23, 2024 on the establishment of agricultural cooperatives for implementation within the FU system, disseminated instructions to leaders and officials in charge of collective economy of 63 provincial and city FUs.
At the local level, provincial and city FUs have proactively coordinated with relevant departments and units in order to advise the provincial and city People's Committee to issue plans to implement the Decision, issue plans of the provincial and city FUs and sign coordination programs with the Cooperative Alliances at the same level.
Comrade Phan Nhu Nguyen - Alternate Member of the Party Central Committee, Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union and Comrade Bui Thi Thom - Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union awarded Certificates to typical agricultural cooperatives nationwide in 2024.
The implementation results in 2024
Based on the approved targets in the Decision, VNFU has assigned emulation targets for 2024 to FUs at 63 provinces and cities. It is shown that all implementation targets of the FUs at provinces and cities have been achieved and exceeded, specifically as follows:
VNFU has focused on consulting, guiding and supporting farmer members, farmers’ branches and groups to participate in establishing new cooperatives, cooperative groups in agriculture:
+ 605 new cooperatives have been established, exceeding 2.92 times the target assigned by the Central VNFU and 4.84 times the average annual target according to Decision 182/QD-TTg, of which, 240 professional farmers' union groups and branches have been supported to develop into cooperatives, exceeding 1.60 times the average annual target according to Decision 182/QD-TTg.
+ 3.590 new cooperatives have been established, exceeding 3.51 times the target assigned by the Central VNFU and 4.79 times the average annual target according to Decision 182/QD-TTg, of which, 1.700 professional farmers' union groups and branches have been supported to develop into cooperatives, exceeding 1.31 times the average annual target according to Decision 182/QD-TTg.
- Strengthening dissemination and mobilizing farmer members to participate in collective economic organizations in agriculture, attracting 714.166 households and farmers to participate in cooperatives and agricultural cooperatives, exceeding 1.58 times the target assigned by the Central VNFU and 2.86 times the average annual target according to Decision 182/QD-TTg.
- Mobilizing farmer members to actively establish professional farmers' union groups and branches for the development and establishment of agricultural cooperatives and cooperative groups with 1.699 professional farmers’ union branches and 7.427 professional farmers' union groups newly established, respectively exceeding 2.77 times and 1.47 times the target assigned by the Central VNFU.
- Organizing training on supporting the development of collective economy for FU officials at all levels, key leaders and members of cooperatives and training on knowledge of agriculture, collective economy for heads of professional farmers’ union branches with 102,457 participants (1.51 times higher than the target assigned by the Central VNFU), achieving the average annual target according to Decision 182/QD-TTg.
- In addition to the dissemination, mobilization, guidance and support for the establishment of new cooperatives and cooperative groups in agriculture, FUs at all levels have proactively coordinated with relevant organizations and agencies in the locality to advise, support, consolidate the organization and operation of agricultural cooperatives based on the Law on Cooperatives 2023; connected and supported cooperatives to link with enterprises in the production and business. FUs at all levels have stepped up support for cooperative members to access capital sources entrusted by commercial banks and capital sources from the Supporting Fund for Farmers through the models of loan groups, contributing to improving the quality and efficiency of operations for the agricultural cooperatives (meeting the annual average target according to Decision 182/QD-TTg), thereby, increasing the average profit of cooperatives in 2024 to 684 million VND (an increase of 200 million VND/cooperative compared to 2023), raising the average income of regular workers in cooperatives in 2024 to 72 million VND (an increase of 20 million VND/person compared to 2023).
Moreover, VNFU successfully organized the ceremony to honor and award the title of Excellent Vietnamese Farmers, commended outstanding cooperatives nationwide in 2024, which have been encouraging, motivating and strongly spreading the model of new farmers, new-style cooperatives, creating motivation for the development of cooperatives, attracting farmer members to participate in collective economic organizations in agriculture, contributing to the successful implementation of the goals and targets according to Decision 182/QD-TTg.
Key tasks in 2025
It is necessary to promote dissemination, mobilization of farmer members to participate in collective economic organizations in agriculture, consulting and supporting the establishment of new cooperatives, cooperative groups in agriculture, establishing professional farmers' union groups and branches. The particular key tasks are as follows:
Promoting consultation, support, consolidation and improvement of the quality and efficiency of operations for established agricultural cooperatives.
Focusing on supporting agricultural cooperatives to engage in production and business linkages with enterprises and other economic organizations, accessing credit sources to develop production and business.
Strengthening training, coaching and coordinating training to improve management, professional and technical skills for key staff of agricultural cooperatives.
In order to effectively implement the objectives and tasks according to Decision 182/QD-TTg, the Central VNFU respectfully requests the Prime Minister to continue to pay attention to directing relevant ministries, agencies, authorities at all levels to allocate financial resources for FU at all levels to organize and implement the key tasks in 2025.
