In the opening speech, Chairman of the Vietnam Farmers' Union Luong Quoc Doan said that the Prime Minister's Conference on dialogue with farmers is an annual activity. This is a forum for the Prime Minister, leaders of departments, ministries, branches, central and local agencies to directly listen to opinions and recommendations of farmers, cooperatives, production and business enterprises about remaining issues, difficulties, obstacles and inadequacies in implementing agricultural, farmer and rural policies.

Through 5 times of organizing the Conference, many issues related to mechanisms and policies to promote agricultural and rural development and promote the role of farmers have been directed by the Prime Minister, ministries, sectors and localities focus on solving and creating clear and positive changes; Farmers agreed and actively responded to participate.
The Party and State always affirm that agriculture is a national advantage and a pillar of the economy. Improving the material and spiritual lives of farmers is the responsibility of the entire political and social system under the CPV's leadership. It can be affirmed that developing agriculture and rural areas, improving the lives of farmers and rural people is the responsibility of the entire Party and the entire people, and is the central task of the entire political system.
Mr. Luong Quoc Doan emphasized: This conference is even more meaningful because the past year was full of difficulties and fluctuations in the world situation, heavy natural disasters in the country, but under the leadership of the Politburo, the management was drastic and effective. The results of the Government, the Prime Minister, and socio-economic development targets have all achieved and exceeded the set goals; Results in the agricultural sector far exceeded the target.
According to comrade Luong Quoc Doan, the Prime Minister's Conference on dialogue with farmers in 2024 will be organized with many new features. To synthesize the opinions of members, farmers, cooperatives and production and business enterprises in the agricultural sector, in addition to traditional channels such as the column "Listening to farmers", through reports of provinces and cities... Previously, the Central Vietnam Farmers' Union coordinated with the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment to organize 2 forums "Listening to farmers" to listen the direct opinions of members, farmers, cooperatives and production and business enterprises in the agricultural sector across the country. Through different channels, the Central Vietnam Farmers' Union has received nearly 3,000 comments and recommendations; which focuses on 6 main groups of issues.
Firstly, the State needs to have stronger mechanisms and policies to promote and develop the collective economy in agriculture. Reality shows that organizing linkages and forming effective and sustainable production and business chains through cooperative models and cooperative groups is an inevitable trend in agricultural development in our country today as the goal set by the Government that by 2030, the whole country must form nearly 200,000 cooperatives and cooperative groups with 10 million participating members.
Secondly, the Government needs to issue synchronous solutions and policies soon to promote the implementation of the 2024 Land Law passed by the National Assembly and effective from August 1, 2024, especially solutions on land concentration and accumulation to clear land resources, serve agricultural production, rural development and increase income for farmers.
Thirdly, the Government pays attention to, researches and promulgates solutions and policies to quickly promote the effectiveness of the pilot construction program of 5 concentrated raw material areas, moving forward to continue expanding other raw material areas, from thereby forming concentrated production zones towards high quality, reducing emissions and protecting the environment.
Fourth, the State needs to promulgate mechanisms and policies strong enough to open up the flow of credit capital to serve agricultural and rural development; support the restoration and recovery of agricultural production due to negative impacts from natural disasters, storms, floods, and climate change; Effectively deploy and expand agricultural insurance policies.
Fifth, the State needs to promulgate specific solutions and measures to innovate and improve the quality of vocational training for rural workers to meet the increasing requirements and demands for qualifications and quality of rural workers, adapting to the digital transformation process in agriculture.
Finally, there are specific tasks and solutions to quickly and effectively implement the goals stated in Resolution No. 69/NQ-CP dated May 11, 2024 of the Government on promulgating an action program for implementation. Resolution No. 46-NQ/TW dated December 20, 2023 of the Politburo on innovating and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period.
Speaking at the conference, Prime Minister Pham Minh Chinh said that the dialogue is mainly aimed at expressing gratitude to farmers, cooperatives, people working in the field of agriculture, farmers and rural areas who made a very important contribution in 2024, so that the whole country can basically complete its set goals. The agricultural sector has very impressive achievements, import and export reached a record of about 62.5 billion USD, higher than the target of 55 billion USD assigned by the Prime Minister; affirming the position and role of agriculture, farmers and rural areas in the overall development of the country.
Appreciating the dialogue topic as showing the spirit of the Farmers' Union this year, the Prime Minister asked delegates to strictly follow the topic to speak, share, listen, and join hands, make efforts to develop the country. According to the Prime Minister, this also contributes to innovating the Party's leadership methods, serving to drive the development, enhancing listening to plan and implement policies, understanding and sharing difficulties and advantages, promote good traditions and positive effects over the years.
Prime Minister Pham Minh Chinh emphasized: "After a detailed and explicit discussion, I and the leaders of ministries and agencies discussed and frankly shared with farmers and cooperatives the issues related to agriculture, farmers, and rural areas, areas that the Party and State are always paying attention to. During the conference, I have many emotions, the most important thing is to express consensus and special affection for agriculture, farmers, and villages".
The Prime Minister emphasized 9 important issues that relevant entities need to continue to pay attention to in the coming time to promote ecological agriculture, modern rural areas, and civilized farmers.
First of all, the Prime Minister emphasized that institutions and policies are still the "bottleneck of bottlenecks" and must be the breakthrough of breakthroughs. The Prime Minister gave an example: the dismantling of mechanisms and policies with the previous 10 and 100 contracts has transformed Vietnam from a country lacking food to become the world's leading rice exporter; The poverty rate from 67% to now is only 1.93%. This shows that resources come from thinking, motivation comes from innovation, power comes from the people.
The Prime Minister hopes and requests that farmers continue to contribute their opinions to jointly build and improve institutions, mechanisms and policies, including mechanisms and policies on land, taxes, fees, charges, and taxes. credit capital...; From there, remove bottlenecks from practice, so that all people can contribute their strength and resources to development, achieving the goal of developing modern agriculture, building modern rural areas, and cultivating farmers. It can be implemented faster and faster, with more breakthroughs, improving the material and spiritual lives of people to become more prosperous and happier.
The second problem is planning. Previously, due to the country's conditions, circumstances, and history, planning was not given due attention. Until now, people's needs are significantly increasing towards the standards of eating delicious and clean, so planning needs to be paid more attention, especially planning for industry, land, industrial zones and clusters serving agricultural production...
The third issue is land. We must continue to review laws and regulations to take advantage of resources from land and maximize efficiency from land, because land is a constant and limited resource. Along with that, it is necessary to exploit outer space such as developing satellite internet to provide telecommunications waves for remote areas; exploiting marine space such as developing solar and wind energy...; Exploiting underground space rather than pulling electric poles and wave poles like today to bring benefits to farmers, promote the strength of farmers, develop rural areas and agriculture.
The fourth issue is capital and insurance. It is necessary to have capital to get rich while credit and insurance policies according to the principle of contribution - benefit are indispensable to promote agriculture towards green development, develop key industries according to planning, and develop products meeting the worldwide standards. At the same time, businesses must be encouraged to cooperate, support and closely associate with farmers to ensure input and output for production; Promote regional connectivity, diversify products, markets and supply chains.
The fifth problem is the market. Developing the agricultural economy, not just self-sufficient agricultural production, requires expanding export markets, including specific markets such as Halal food. The state must find consumer markets for farmers' products, farmers must ensure quality and build brands for agricultural products, along with convenient and eye-catching designs, packaging, and contributions to gain market share. "For tourists to buy a product, the packaging of that product must be suitable for any kinds of transports: flying, traveling by train, traveling by sea, and walking...", the Prime Minister gave an example.
The sixth issue is to promote the application of science and technology and innovation, digital transformation, digitalization of agriculture, database building, research and development of artificial intelligence in Vietnamese agriculture. Research, access, and transfer advanced technology, clean technology, green technology. "In all stages from what crops to grow, what animals to raise, what business to do, to building geographical indications, promoting deep processing, researching packaging, designs... all require science and technology. Transformation Numbers and databases will provide smart solutions, such as where is the best place to grow rice, what is the best and smartest farming solution," the Prime Minister said.
The seventh issue is training high-quality human resources and converting human resources from agricultural and rural areas to industrial and urban areas. Sustainable labor transformation is on-the-spot transformation, rural industrialization. "Separation from agriculture without separation from homeland is here, not workers moving from the West to the East," the Prime Minister noted.
The eighth issue is to determine that culture is an endogenous strength. As long as culture exists, the nation still exists. Culture is national, scientific, and popular. Culture lights the way for the nation. "It's still the song Trống Cơm, it's still Chèo, it's Tuồng, but if there is creative innovation, intellectual investment, and application of science and technology, the song will be greatly enhanced. Recently, the two concerts were very successful. Success is due to intellectual factors and investment in science and technology", the Prime Minister said and emphasized that we must exploit our different potential, outstanding opportunities, and competitive advantages, and must internationalize our cultural values, commercializing culture as a resource, nationalize human civilization into our country to exploit its potential, while creating resources and attracting investment.
The ninth issue is that the basic political system must always grasp the thoughts and aspirations of farmers and convey the Party and State's guidelines and policies to farmers. At the same time, proactively propose institutions, mechanisms and policies on a practical basis; mobilize the combined strength of the political system, businesses and people to serve development. The Prime Minister said that the Party and State have been focusing on promoting three strategic breakthroughs in institutions, infrastructure and human resources.
Accordingly, build open institutions, reduce and simplify administrative procedures to reduce compliance costs, reduce grant mechanisms, reduce troubles and harassment, and mobilize all resources for development; Building strategic infrastructure (transportation, digital infrastructure, social infrastructure, healthcare, education and sports...) to reduce logistics costs, increase product competitiveness, reduce time, costs and effort for people and businesses; Human resource training and labor transfer, enhancing the skills, knowledge, and awareness of farmers.
The Prime Minister requested party committees and local authorities to periodically dialogue and listen to farmers. The Prime Minister called on the Party's leadership to continue promoting the spirit of self-reliance, innovation, solidarity and unity - this is the spiritual values of our nation, combining national strength and the strength of the times, to move forward from our own hands, minds, skies, and seas, work, enjoy and thrive together, with the whole country moving steadily forward into the new era.
