VNFU’s engagement in protection of national defense, security, order and social safety in rural areas

(VNFU portal) - Recently, Farmer Unions at all levels has actively promoted and mobilized members and farmers to participate in ensuring national defense, protecting security, order and social safety in rural areas; promptly grasped the ideological situation of cadres and members, the difficulties and concerns of farmers and public opinion to promptly reflect and propose to Party committees and authorities at all levels solutions to resolve, protect the legitimate and legal rights and interests of farmers.

Farmers’ Unions (FUs) at all levels have actively and proactively coordinated with the armed forces at the same level to promote propaganda and mobilization to raise awareness and sense of responsibility for members and farmers about national defense and security tasks in the new situation.

In Dien Bien province, determining that participating in and implementing activities to protect territorial sovereignty and border security in conjunction with socio-economic development is a key and continuous task, the FU's Standing Committee has focused on leading, directing and guiding, propagating, disseminating and thoroughly informing FU all levels as well as members and farmers about the two strategic tasks of building and defending the Fatherland; linking the implementation of socio-economic development tasks with the implementation of Directive No. 01 of the Prime Minister on "Organizing a mass movement to participate in protecting territorial sovereignty and national border security in the new situation".

FU at all levels have actively and proactively coordinated with the armed forces at the same level to promote propaganda and mobilization to raise awareness and sense of responsibility of members and farmers about the issue of sovereignty over the borders, seas and islands of the Fatherland; ethnic, religious and belief issues; raising the spirit of revolutionary vigilance against the plots of "peaceful evolution" and violent overthrow by hostile forces, especially the plot to take advantage of ethnic and religious issues, land compensation, site clearance, etc. to incite and disrupt security and order in localities.

Over the past five years (2018 - 2023), FU at all levels have organized 158 thematic conferences, information dissemination and propaganda on national defense and security tasks for 9,487 members; integrated propaganda into over 8,700 branch and group meetings; coordinated with the Police and Border Guard forces to organize 98 propaganda sessions, raising awareness for 3,899 members and farmers in border communes, villages and hamlets. At the same time, FU established and maintained regular operation of 96 Border Self-Management Teams with 3,458 participating households; 89 Teams with 3,277 households participating in self-management of 136 border markers; 274 Teams with more than 2,184 members registering for self-management of security and order in villages and hamlets.

FU branches and Farmers' Unions of border communes have coordinated to organize 702 patrols to protect border lines and markers with 6,919 participants; coordinated to resolve 12 incidents related to security and order. FU’s members and farmers participated in reporting 15 crimes; handed over 107 homemade guns to the authorities.

The self-managed border and border marker groups, especially households and individuals who regularly do business and produce in areas close to the border, have ethnic and family relationships on both sides of the border, have promoted their roles and responsibilities, actively coordinated with the Border Guard stations in protecting the assigned border and border markers; voluntarily cleared hundreds of kilometers of border patrol routes and roads to border markers; promptly provided important pieces of information and help the Border Guard, local authorities and relevant agencies to resolve many incidents related to sovereignty, border security, order, and social safety...

Determining that socio-economic development in border areas plays a very important role in contributing to building a solid border security posture, the Provincial Farmers' Union has coordinated and implemented many practical  programs and projects such as: "Border Light" program in Sin Thau commune and Muong Nhe commune (Muong Nhe district); "No Rest Land" movement; "Concentrated Livestock Farming" model in Muong Nhe and Nam Po districts. In particular, from 2018 to present, the provincial Farmers' Union has provided 640 member households and farmers with loans from the Supporting Fund for Farmers to implement 77 projects and models of livestock and production... Since then, it has contributed to changing the face of remote, isolated and border areas, both serving production development and creating conditions for planning, rearranging the population, forming villages and hamlets in the "fence" of the Fatherland.

In Cao Bang province, FU at all levels proactively and actively propagates political and ideological education to members and farmers, focusing on the Party's guidelines and directions, the State's policies and laws, FU's resolutions, the results of socio-economic development, and at the same time mobilizing farmers to participate in deploying and implementing key contents, breakthroughs, programs, projects, and socio-economic development plans in the province... The content and forms of propaganda are specifically selected, suitable for each locality and target farmer members such as oral propaganda in conferences, training sessions, meetings, branch activities, on mass media, social networking sites, the FU's electronic portal, through competitions, performances, etc.

In ethnic minority areas, FU’s staff use ethnic languages to convey propaganda content to ensure that it could reach to 100% of members and farmers. Especially, during the Covid-19 pandemic, due to social distancing, propaganda content was conveyed into ethnic languages and broadcast through loudspeakers and radio so that a large number of members and farmers could grasp and implement.

The Farmer Union signed a coordination program with the Provincial Border Guard Command to mobilize farmers in border areas to promote production, socio-economic development associated with the task of protecting the Fatherland's borders (period 2019 - 2025). Accordingly, FU at all levels has coordinated with Border Guard Stations to mobilize farmers of all ethnic groups to effectively implement economic development programs in border areas; mobilize all levels and sectors to participate in the program "Warm homes for the poor in the border areas"; “Helping children go to school”, “Spring on the border warms the hearts of the villagers”; model “mobilizing people to move livestock and poultry out from under the floor of houses”, “Adopted children of border guards”…

At the same time, Farmers’ Unions mobilize ethnic minority farmers to actively participate in building a spiritual and cultural life, promoting the traditional cultural identity of ethnic groups in border areas; coordinates to mobilize and guide farmers to participate in protecting territorial sovereignty, maintaining security and order in border areas.

FU at all levels also coordinate with the government, police, and army to propagate, disseminate and educate so as to raise awareness of national defense and security tasks for members and farmers; participate in building defense zones at all levels through mobilizing people to hand over weapons, explosives, contribute money, labor, food, and materials to build camps; organize to mobilize and guide the construction of 815 self-management models on security and order, the model "Farmers' Association participates in maintaining peaceful residential areas, happy families", 36 models of "Bright spots in border areas"; propagate and mobilize Mong people to pledge not to believe in and follow the illegal organization Duong Van Minh. Up to now, the province has basically eliminated the organization.

In Dak Nong province, FU at all levels have built and developed a propaganda team who are FU’s officials and collaborators to grasp and reflect the situation of public opinion. This team is regularly trained and fostered to improve their professional qualifications, skills and expertise to meet practical requirements. The Farmer Union also actively promotes the grasp of ideological situations and public opinion through mass media, social networks and the application of information technology. The provincial Farmers' Union has established Zalo groups – mobile chat groups of Provincial Farmers' Union Executive Committee, Provincial Farmers' Union, Farmers' Union at all levels, Cooperatives, and 35 Provincial Farmers' Unions. 8/8 districts/cities have established Zalo groups of Farmers' Unions of communes, wards and towns to enhance the provision of information, orientation and grasp the situation, thoughts and aspirations of members and farmers, thereby proposing solutions. At the same time, regularly coordinate with the Provincial Party Committee's Propaganda Department to conduct public opinion surveys on agriculture, farmers, and rural areas.

The Farmers’ Union also organizes activities and meetings to grasp the thoughts and aspirations of its members. With a network of organizations reaching down to villages, hamlets, with 713 Branch Chairmen, 882 Team Leaders, and more than 62,000 members, the Farmers' Union at all levels have promoted their strengths in Farmers’ Union activities organized directly in the community such as: Branch meetings, group and club activities, visiting households, directly exchanging with members and farmers living and working in the area; local activities such as village and hamlet meetings, Party cell meetings, community events, etc. From there, it collects and objectively and honestly reflects the opinions, thoughts, feelings, difficulties, and aspirations of members and farmers.

Through organizing dialogues, maintaining the operation of models, rapid response teams/groups, over the past 5 years (2018 - 2023), the Farmers' Union at all levels have organized 222 direct dialogues between heads of Party committees, People's Committees, leaders of sectors with cadres, members, farmers, cooperatives, especially in "hot spots", land clearance areas, hot spots of deforestation, encroachment of forest land, areas of farmers affected by storms, floods and natural disasters. Thereby, many recommendations and proposals from all levels of the Farmers’ Union, members, farmers, cooperatives, and enterprises on outstanding and urgent issues related to the lives and activities of farmers including policies for poor farmers, health insurance, social insurance, attitudes of serving the people of cadres, party members, civil servants, etc. have promptly been answered and responded by leaders of Party committees, authorities, and functional sectors.

In addition, FU at all levels coordinate to resolve cases and hot spots related to members and farmers according to Decision 81 of the Prime Minister. In 5 years (2018 - 2023), the Association at all levels has established 10 "Farmers with the Law" Clubs; coordinated to successfully resolve 3,061 petitions, directly organized successful mediation right at the grassroots level for 860 cases, contributing to limiting prolonged and cross-level complaints, stabilizing the security, political situation, and social order and safety in the locality.

In the coming time, FU at all levels will continue to propagate to raise awareness of staff, members and farmers about national defense and security tasks; build and replicate models of branches and groups of the Farmers’ Union with no members suffering from social evils; proactively prevent and mobilize staff, members and farmers to participate in the militia and self-defense forces, self-managed people's groups, actively fight against all types of crimes and eliminate social evils..., contributing to the good performance of national defense and security tasks in the new situation.
